ISSUE Should Council approve an agreement to begin construction of a radio tower as part of the City's 800 MHz Radio Network project. Approval of this Resolution BACKGROUND The Agreement is to begin construction on a radio tower site on property deeded to the City of Pueblo for use by the Board of Water Works of Pueblo, Colorado (BoWW). This portion of the project is the first of two phases to complete this tower. When this first phase is complete, a tower will have been erected, an equipment building will have been constructed, and utilities and access will be in place. There will not be electronic equipment provided as part of this first phase; equipment will be provided in the second phase, under a separate agreement. The contractor, WDSL.US, LLC, is the sole authorized and certified Motorola installer and representative in Pueblo County. Motorola is the sole provider for equipment and engineering for the 800 MHz Radio Network, the specifications of which apply to this tower. The BoWW is prepared to provide the necessary easements to allow the City to construct, operate, and maintain this radio tower. FINANCIAL IMPACT This phase would be completed at a cost not to exceed $324,180. The second phase would cost $390,000, with WDSL.US, LLC serving as local provider, installer, and project manager, representing Motorola. There is $545,500 available to fund this project from a grant accepted by Council for this specific purpose (Ordinance 7505, approved August 28, 2006). The balance needed to complete phase two, approximately $168,680, would be available from other grant funds or a general fund appropriation.
