HomeMy WebLinkAbout10996RESOLUTION NO. 10996 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO APPLY FOR A 2007 COLORADO DEPARTMENT OF TRANSPORTATION "CLICK IT OR TICKET" GRANT WHEREAS, the City of Pueblo Police Department is requesting that the City of Pueblo submit a grant application to the Colorado Department of Transportation for the 2007 "Click it or Ticket" funding which will allow for increased enforcement involving traffic safety and seat belt usage; and and WHEREAS, the term of the grant covers the period of May 21, 2007 through June 3, 2007; WHEREAS, the funds from this grant will be utilized by the City of Pueblo to benefit the health, welfare and safety of the citizens of the City; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The application for a 2007 Colorado Department of Transportation "Click it or Ticket" Grant in an approximate amount of $4,500.00, a copy of which is attached hereto, is hereby approved. The President of the City Council is authorized to submit the application in the name of the City. SECTION 2. TITLE A:RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO APPLY FOR A 2007 COLORADO DEPARTMENT OF TRANSPORTATION "CLICK IT OR TICKET" GRANT ISSUE The Colorado Department of Transportation,_has informed` ,the Police Department that funds are available under the "Click It or Ticket" Grant in'an approximate amount of $4,500.00. The term of this grant covers the period from May 21, 2007 through June 3, 2007. E RECOMMENDATION The department recommends approval of this resolution. to 'assist in education and enforcement efforts involving traffic safety and seatbelt usage. This grant application, if approved, will allow the Police Department to increase its efforts in traffic safety and seatbelt usage. All overtime costs for officers involved in this effort will be paid with "Click It or Ticket" funds. Community awareness efforts will continue through continued collaboration with CDOT and the statewide media campaign during the mobilization period. We anticipate that a continued education and enforcement presence will be needed to have a long lasting impact on the problem of seatbelt usage with a goal to increase seatbelt usage to 82.5% statewide. FINANCIAL IMPACT None. There is no local match required. Campaign Goals: • Increase compliance with Colorado's seat belt and child passenger safety laws • Increase compliance with Colorado's Graduated Drivers Licensing (GDL) laws • Increase public awareness of the likelihood of receiving a ticket for non - compliance when stopped for another violation Funding: The Colorado Department of Transportation will provide funding for overtime enforcement during a "wave" scheduled for May 21 through June 3, 2007. NO OTHER ENFORCEMENT ACTIVITY HAS THE SAME "BOTTOM LINE" POTENTIAL FOR REDUCING DEATHAND INJURY ON COLORADO'S ROADWAYS TO JOIN THE CAMPAIGN The agency agrees to: 1. provide overtime enforcement of Colorado's primary child passenger safety and GDL laws; and enforcement of Colorado's secondary seat belt law through speeding and other aggressive /hazardous driving contacts; 2. strictly enforce all seat belt, child passenger safety and teen driving law violations; 3. conduct pre and post seat belt observational surveys; 4. report all enforcement activity (on forms provided by CDOT) to the CDOT traffic safety website ( www.dot.state.co.us ) within specified times; 5. review a child passenger safety enforcement roll call video provided by CDOT; 6. provide CDOT with a copy of their agency's current seat belt policy. Training: All participants will receive C.R.S. /Model Traffic Code occupant protection violation notebooks and other education /awareness materials.
