A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT TWO GRANT
APPLICATIONS TO THE COLORADO DEPARTMENT OF TRANSPORTATION FOR FUNDING
FROM THE TRANSPORTATION ENHANCEMENT PROGRAM TO LANDSCAPE THE
INTERSTATE 25 AND THE 1ST STREET INTERCHANGE AND CONSTRUCT STREETSCAPE
IMPROVEMENTS ALONG WEST 4 STREET AND AUTHORIZING THE PRESIDENT OF CITY
COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo supports the construction of landscape improvements at the
Interstate 25/1' Street Interchange and Santa Fe Avenue at V Street which is an important
component of the City's streetscape and beautification projects; and
WHEREAS, the City of Pueblo supports the construction of streetscape improvements
along West 4th Street between Santa Fe Avenue and east of Midtown Circle which is an important
component of the City's streetscape and beautification projects; and
WHEREAS, the City of Pueblo agrees to submit grant applications to the Colorado
Department of Transportation for funding from the Transportation Enhancement Program to assist
in funding the construction of these projects.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $280,000 from the Colorado Department of Transportation
for funding from the Transportation Enhancement Program to construct landscape improvements
at the Interstate 25 and the V Street Interchange, a copy of which is attached hereto, is hereby
approved.
SECTION 2.
A grant application requesting $280,000 from the Colorado Department of Transportation
for funding from the Transportation Enhancement Program to construct streetscape improvements
along West 4th Street between Santa Fe Avenue and east of Court Street, a copy of which is
attached hereto, is hereby approved.
SECTION 3.
The President of the City Council is hereby authorized to execute and deliver the grant
applications in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the
City Clerk shall affix the seal of the City thereto and attest same.

ISSUE
Should the City Council agree to submit two grant applications to the Colorado
Department of Transportation for funding from the Transportation Enhancement
Program to fund landscape improvements at the Interstate 25 and the 1st Street
interchange and construct streetscape improvements along West 4th Street between
Santa Fe Avenue and Midtown Circle and authorize the President of Council to execute
same?
Approval of the Resolution.
BACKGROUND
The City Planning staff reviewed a list of possible streetscape and other beautification
projects with City Council at the March 26, 2007 City Council work session. City
Council directed staff to prepare rant applications for the Interstate 25 and the 1st
Street interchange and the West 4 Street streetscape between Santa Fe Avenue and
Midtown Circle. The Phase 1 project budget for each of the projects is estimated to be
$350,000, with $280,000 requested for each project from CDOT Enhancement Funds
and $70,000 for each project provided by the City of Pueblo.
FINANCIAL IMPACT
The Phase 1 landscape improvements at the Interstate 25 and the 1st Street
interchange are estimated to cost $350,000. The following is a breakdown of the
proposed funding for the Phase 1 landscape improvements at the Interstate 25 and the
1 st Street interchange project:
CDOT Enhancement Funds $ 280,000
City of Pueblo Funds $ 70,000
TOTAL $ 350,000
The Phase 1 streetscape improvements along West 4 th Street between Santa Fe
Avenue and Midtown Circle are estimated to cost $350,000. The following is a
breakdown of the proposed funding for the Phase 1 streetscape improvements from
Santa Fe Avenue to east of Court Street on 4 th Street:
CDOT Enhancement Funds $ 280,000
City of Pueblo Funds $ 70.000
TOTAL $ 350,000
The City will appropriate and budget the funds for the projects prior to the approval of
the grant agreements with Colorado Department of Transportation. The City will
maintain the projects following the completion of the streetscape and landscaping
improvements.

Attachment A - Description of Proposed Project
The goal of the project is to enhance and improve the landscaping of the
interchange ramps of the 1 -25 and 1 st Street Interchange (Exit 986). The project
will enhance the existing steep slopes and appearance of the existing poor
condition of right of way for the main highly visible Interstate 25 interchange to
Downtown Pueblo by providing CMU terrace walls, irrigation system, trees,
shrubs, perennials, native grasses, erosion blankets, decorative gravel and
BMP's for storm water mitigation of drainage from the interstate highway.
The project is located within existing Colorado Department of Transportation's
right of way of the 1 -25 and 1 st Street Interchange (Exit 9813). 1st Street is the
main access from Interstate 25 into the City of Pueblo's downtown and access to
the Sangre de Cristo Art Center, Pueblo Convention Center, Historic Arkansas
Riverwalk Project (HARP), Union Avenue Historic District and the CHS El Pueblo
History Museum. The Pueblo Downtown Association with the support of City
Council has been actively spearheading the need to improve the appearance of
the 1- 25/1 Street Interchange, as well as addressing the stormwater drainage
from 1 -25 that has caused impacts to the Sangre de Cristo Art Center property.
The Final Design of the 1 -25 and 1 st Street Landscaping Project will be completed
in May, 2008. The construction will consist of CMU terrace walls, irrigation
system, trees, shrubs, perennials, native grasses, erosion blankets, decorative
gravel and BMP's for storm water mitigation to address erosion and excess water
flowing onto adjacent properties. Construction is scheduled to start in September
2008.
The 1 -25 and 1 st Street Landscaping Project is estimated to costs $350,000 and
includes the engineering and construction of at a minimum the south exit ramp
from 1 -25 to 1 st Street and the north on ramp to 1 -25 from 1 st Street. The CDOT
TE -21 grant request for the 1 -25 and 1 st Street Landscaping Project in the amount
of $280,000 will be matched with a $70,000 cash match from the City of Pueblo.

Attachment A — Description of Proposed Project
The goal of the project is to continue the streetscape improvements to the west
of North Santa Fe Avenue along 4th Street (SH 96). The streetscape
improvements anticipate the installation of landscape planters, decorative paving,
seating areas, handicap ramps, and storm water inlets at intersections.
West 4 Street is the east west Business Route through the downtown. The
Pueblo Downtown Association supports the enhancement of 4 Street from
Santa Fe Avenue to the new 4 Street Bridge across the railroad yards and the
Arkansas River. The replacement of the 4 Street Bridge by the Colorado
Department of Transportation is scheduled to begin in the fall of 2007. The
Pueblo Downtown Association and the City feel strongly that improvements in
this area will enhance the pedestrian amenities and create a better impression of
the area to visitors within the downtown. It is anticipated that the improvements
will also help bring new businesses to the area.
The Final Design of the West 4 Street Landscaping Project will be completed in
July 2008. The project will consist of the enhanced improvements to
intersections at 4 and Main Street, along with landscaping along the edges of
the right -of -way of 4 Street between Santa Fe Avenue and Court Street.
Construction is scheduled to start in Spring of 2009.
The project is estimated to costs $350,000 and includes the engineering and
construction of the intersection at 4 Street and Main Street, along with
landscaping along the edges of the right -of -way of 4 Street between Santa Fe
Avenue and Court Street. The CDOT TE -21 grant request for the West 4 Street
Landscape Improvements, in the amount of $280,000 will be matched with a
$70,000 cash match from the City of Pueblo.
