Tetra Tech Proposal No. P75000010, a copy of which is attached hereto and made part hereof by reference relating to the Spill Prevention Control and Countermeasures (SPCC) Plan Update at the Pueblo Memorial Airport Aviation Fuels Storage Facility, is hereby approved and accepted. SECTION 2. The President of City Council is hereby authorized to execute the Proposal on behalf of Pueblo, a Municipal Corporation. SECTION 3. Funds in the amount of $3,604 plus $360 for contingencies will be expended from the 2007 Airport Budget. RECOMMENDATION Approval of this Resolution. BACKGROUND This proposal reflects labor and other direct costs required to update the Aiprort's SPCC Plan in order to comply with U.S. Environmental Protection Agency Oil Pollution Prevention regulations and to re- certify the SPCC Plan by a registered professional engineer as required by the regulations. FINANCIAL IMPACT Funds in the amount of $3,604 plus $360 for contingencies will be expended from the 2007 Airport Budget. TETRATECH, INC. (Tetra Tech) is pleased to present the following proposal to update and certify the Spill Prevention Control and Countermeasure (SPCC) Plan for the Pueblo Memorial Airport (PMA) Aviation Fuels Storage Facility. This proposal reflects labor and other direct costs (ODCs) required to update PMA's SPCC Plan to comply with U.S. Environmental Protection Agency (USEPA) Oil Pollution Prevention regulations as set forth at 40 CFR 112 and re- certify the SPCC Plan by a Registered Professional Engineer as required by the regulations at 40 CFR 112.3(d). The following proposed scope of work details the projected level of effort to prepare the SPCC Plan. Scope of Work Tetra Tech proposes to undertake the following tasks to prepare and certify an SPCC Plan in accordance with the requirements of the Oil Pollution Prevention regulations set forth at 40 CFR 112. Task 1--Site Visit and Records Review — includes the labor and materials to verify existing conditions including facility physical dimensions, review current policies and procedures used to manage the fuels facility, and review existing operating records. The following activities will be completed as part of this task: Conduct a site visit to survey, measure, and verify physical dimensions of the tank farm and containment areas including containment barrier heights. These measurements are required to calculate the containment storage volume. Review current policies and procedures for spill prevention, spill control, and spill response at the facility. A Colorado Registered Professional Engineer (P.E.) will certify the final Plan. This task includes the following activities: • Rearrange plan sections to conform to the sequencing requirements of the regulations at 40 CFR 112.7(a). • Update, add to, and/or expand existing plan sections to provide required detail to conform to the regulations at 40 CFR 112.7 and 112.8. • Prepare inspection forms and log forms for use by the facility. Review and update inspection procedures to be used at the facility as required at 40 CFR 112.7(e). • Update and prepare required facility drawings including detailed facility drainage map and descriptions as required at 40 CFR 112.7(b). • Update personnel training procedures and records of training to be kept at the facility in accordance with the regulation at 40 CFR 112.7(f). Task 3— Project Management — involves coordinating all project — related activities and senior management review of all deliverables. Tetra Tech will perform the scope of work in good and workmanlike manner consistent with applicable industry standards. Cost Estimate The following breakdown presents the costs, including labor and ODCs, by task to complete the above detailed scope of work: Task 1 —Site Visit and Records Review $ 760.00 Task 2 —SPCC Plan Development and P.E. Certification 2,173.00 Task 3— Project Management 6 71.00 Total Costs $ 3,604.00 Tetra Tech proposes to undertake this project on a Lump Sum basis for a total cost of $ 3,604.00. The total cost will be invoiced at the completion of the work and payment will be due within 30 days of receipt of invoice. Schedule and Availability Tetra Tech is available to begin this project immediately upon contract award. Tetra Tech proposes to complete this project not later than 60 days from the date of contract award and expects that a draft SPCC Plan for PMA's review and comments could be completed within 30 days of contract award.
