A RESOLUTION AUTHORIZING THE TRANSFER OF $2,500 FROM THE CONTINGENCIES
ACCOUNT IN THE 2007 GENERAL FUND BUDGET TO THE OUT OF CYCLE REQUESTS TO
FUND THE KEYSTONE CENTER FOR THE FACILITATION OF THE FOUNTAIN CREEK VISION
TASK FORCE MEETINGS
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The transfer of $2,500 from the Contingencies Account in the 2007 General Fund budget to
the Out of Cycle Requests Fund is hereby approved.
SECTION 2.
Said funds shall be disbursed from the Out of Cycle Requests Fund to fund the Keystone
Center for the facilitation of the Fountain Creek Vision Task Force Meetings.

TITLE

OF CYCLE REQUESTS TO FUND THE KEYSTONE CENTER FOR THE
FACILITATION OF THE FOUNTAIN CREEK VISION TASK FORCE MEETINGS
ISSUE
The mission of the Fountain Creek Vision Task Force is to prepare a comprehensive
strategic plan for the Fountain Creek watershed. This plan will incorporate and address
other planning, scientific, and visioning documents, and it will also build on them to
create a shared vision and lay out a plan of specific actions the participating entities can
take to begin to realize the shared vision for the Fountain Creek The facilitator of these
series of meetings and planning sessions is the Keystone Center, which has been
facilitating the Fountain Creek Vision Task Force since September 2006. Keystone
prepares agendas for all the groups (including the working groups), secure locations,
writes meeting summaries, talks to participants outside meetings to help the process
along, runs the listserv, distributes documents, etc.
The agreement was that early facilitation by Keystone (everything in 2006) would be pro
bono. The Task Force agreed that facilitation in 2007 would be paid for in some fashion,
and hoped for a state grant ($75,000) through the Colorado Water Conservation Board,
but that is looking less likely. Entities involved in the decision - making body (the
Consensus Committee) agreed to contribute funds. So far, $42,300 in pledges from 13
entities and 4 individuals has occurred. The City of Pueblo will allocate $2,500 as will
Pueblo County.
RECOMMENDATION
Approval of the Resolution.
FINANCIAL IMPACT
Funds in the amount of $2,500 will be transferred from the Contingencies Account in the
2007 General Fund Budget (see attached spreadsheet for the balance in the
contingencies account).
