AND AUTHORIZING THE TRANSFER OF $20,000 PLUS $2,000 FOR CONTINGENCIES FROM THE 1992 -2011 JOB CREATING CAPITAL IMPROVEMENT PROJECTS FUND TO CAPITAL PROJECTS FOR EMERGENCY REPAIRS TO RAIL SPURS IN THE AIRPORT INDUSTRIAL PARK AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. Railroad Specialties, Inc. Proposal, a copy of which is attached hereto and made part hereof by reference relating to repairs to rail spurs in the Airport Industrial Park which serves Timberline Steel, is hereby approved and accepted. SECTION 2. The President of City Council is hereby authorized to execute the Proposal on behalf of Pueblo, a Municipal Corporation. SECTION 3. Funds in the amount of $20,000 plus $2,000 for contingencies shall be transferred from the 1992 -2011 Job Creating Capital Improvement Projects Fund to Capital Projects. AND AUTHORIZING THE TRANSFER OF $20,000 PLUS $2,000 FOR CONTINGENCIES FROM THE 1992 -2011 JOB CREATING CAPITAL IMPROVEMENT PROJECTS FUND TO CAPITAL PROJECTS FOR EMERGENCY REPAIRS TO RAIL SPURS IN THE AIRPORT INDUSTRIAL PARK AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME ISSUE Should City Council approve a proposal from Railroad Specialties and the transfer of funds to for emergency repairs to rail spurs in the Airport Industrial Park. RECOMMENDATION Approval of this Resolution. The rail spur north of Braniff Street recently had a train derailment because of track conditions. This needs to be corrected before the railroad will utilize this spur again. This rail spur serves Timberline Steel in the Airport Industrial Park. Also, there are several defects on the east track between the switch south of Lockheed Street to the switch south of Braniff Street that need repair in order to keep the disruptions to Timberline Steel's business at a minimum. Inc. 8031 SouthPark Circle Littleton, CO 80120 303 - 798 -4115 Fax 303 - 798 -4135 Email. info@railroadspec.com Design, Construction, Maintenance & Repair February 23, 2007 Mr. Jerry Brienza Airport Manager of Operations and Maintenance Pueblo Memorial Airport 31201 Bryan Circle Pueblo, CO 81001 RE: Inspection of the East Track, North of Lockheed Street Dear Mr. Brienza: Enclosed please find a copy of the report detailing the defects discovered during my inspection of the East track from the switch South of Lockheed Street, to the switch South of Braniff Street, and the track North of Braniff Street. The report provides a list of defects for the East track between the 2 switches. All of the defects printed in red must be repaired in order to open the track for train service on the East Track. The 2 defects printed in black should be repaired to prevent future problems. I have enclosed photographs of the defects for your review. We propose to repair all of the defects on the report for a time and material price not to exceed $7,500.00. This price includes costs for all of the materials necessary to repair the defects except for the 2 pieces of rail. As you indicated, we would use 2 pieces of rail provided by the BNSF Railroad. If you need us to provide the rail, we can provide you with a cost for that. We could perform the repairs to these defects as soon as the railroad could provide the rail and we could get the necessary joint bars delivered. We anticipate 2 days to repair the defects. Regarding the track North of Braniff Street, I have inspected the track damage and the cause of the derailment. The train derailed because the track gauge in the curve exceeds the allowable standard for gauge. This is due to the poor tie conditions in the curve. We could pull the spikes, plug the spike holes, reset the rail to proper gauge, and spike it with new spikes, but the tie conditions will not maintain the gauge for an extended period. We propose to replace 5 ties per rail through a 6 rail section of the curve, remove the mud from the track, reset the gauge with new spikes, and install gauge rods at 6 joints through the curve for a time and material not to exceed $12,200.00. We anticipate this repair would take 2 days to complete and could be performed as early as next week. We will perform the work in a good and workmanlike manner in accordance with applicable industry standards. We appreciate the opportunity to provide you with this inspection and these proposals.
