A RESOLUTION APPROVING A PROPOSAL FROM TETRA TECH FOR THE MTBE LIMITED
LEVEL ASSESSMENT AND WELL REPAIRS AT THE PUEBLO MEMORIAL AIRPORT
MAINTENANCE FACILITY IN THE AMOUNT OF $11,708 PLUS $1,170 FOR CONTINGENCIES
AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME
WHEREAS, Tetra Tech Inc., formerly Maxim Technologies, Inc., has been monitoring
groundwater samples at the Pueblo Memorial Airport Maintenance Facility since 1989; and
WHEREAS, the MTBE levels have decreased and an assessment report is now necessary
and repairs are needed to the wells; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Tetra Tech Proposal No. 75009111, a copy of which is attached hereto and made part
hereof by reference relating to the MTBE Limited Level Assessment and well repairs at the Pueblo
Memorial Airport Maintenance Facility, is hereby approved and accepted.
SECTION 2.
The President of City Council is hereby authorized to execute the Proposal on behalf of
Pueblo, a Municipal Corporation.
SECTION 3.
Funds in the amount of $11,708 plus $1,170 for contingencies will be expended from the
2007 Airport Budget.

ISSUE
Should City Council approve a proposal from Tetra Tech for additional work at the
Pueblo Memorial Airport Maintenance Facility.
Approval of this Resolution.
In 1989, petroleum hydrocarbon- contamination was found in groundwater at the Pueblo
Airport Maintenance Facility. Tetra Tech, formerly Maxim Technologies Inc., conducted
remedial excavation of the site in 2006 and have continued to monitor MTBE conditions.
The State project manager at the Division of Oil and Public Safety (OPS) and Tetra Tech
have determined that due to productive changes in site conditions, a Limited Level
MTBE Site Assessment Report is now in order. MTBE Assessments are not included in
quarterly ground water monitoring reports and thus require separate samplings. Two
monitoring wells have been damaged at the site and require immediate repairs.
FINANCIAL IMPACT
A Limited Level MTBE Site Assessment reduces the proposed project cost from about
$42,000 to $9,504. The well repairs are estimated to cost $2,204. Funds in the amount of
$11,708 plus $1,170 for contingencies will be taken from the 2007 Airport Budget. A
majority of these funds are eligible for reimbursement from the Colorado Department of
Oil and Public Safety.
