A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION FOR A U.S.
DEPARTMENT OF INTERIOR NATIONAL PARK SERVICE PRESERVE AMERICA GRANT FOR
THE PUEBLO HERITAGE TOURISM BUSINESS PLAN AND PUEBLO ORATORIO, AND
AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO SUBMIT SAME
WHEREAS, it is a goal of the Pueblo Comprehensive Development Plan Recreation and
Tourism Element to design and implement a collaborative marketing effort to bring greater
awareness to the recreation and tourism amenities throughout the County, including local history and
heritage; and
WHEREAS, the U.S.D.I. National Park Service formally recognized the City of Pueblo as a
Preserve America Community on December 27, 2004, providing eligibility to federal funding for
heritage tourism, education and historic preservation planning; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
A 2007 Preserve America grant application for the Pueblo Heritage Tourism Business Plan
and Pueblo Oratorio, copies of which are attached hereto, is hereby approved for submittal. The
President of City Council is hereby authorized to submit the grant application in the name of the
City.

Should the City Council approve the submittal of a 2007 National Park Service
Preserve America grant application for the Pueblo Heritage Tourism Business Plan and
Pueblo Oratorio?
RECOMMENDATION
The Historic Preservation Commission voted 5-0 at their January 25, 2007 meeting to
recommend submittal of the application.
Pursuant to Resolution #10291, approved December 27, 2004, the City of Pueblo
accepted the designation by the U.S.D.I. National Park Service as a Preserve America
Community. Designation provides the City with eligibility to a proprietary grant program
available only to Preserve America Communities and other restricted applicants to
support heritage tourism, education, and historic preservation planning.
The project proposed for this grant combines a Heritage Interpretive Plan, a business
plan for a multi- attraction motor coach business, and the development and production of
a musical storytelling play. The grant request amount is $135,785, with a matching
share of $141,536, Of this $141,536, $11,175 is cash and $130,361 is in -kind match.
The total project cost is $277,321.
FINANCIAL IMPACT
The City is required to be the applicant and administer the grant. To accomplish this the
City will be required to budget and appropriate the entire project cost of $277,321.
Administration of the grant will be the primary fiscal impact to the City and $25,211 is
budgeted as City in -kind support for this function. Hourly time expenditures for all in-
kind contributions will be required as documentation of effort on the project to the
granting agency. No local government cash match is included.
Grant guidelines indicate that secured grant match is not required at the time of
application nor even at the beginning of the grant period, although grant funds must be
expended "dollar for dollar' with matching funds received and documented. Volunteer
time is an eligible source of in -kind match and must be documented by the grantee
according to National Park Service guidelines. The match listed in the application has
been secured through commitment letters from all contributors except the Colorado
Council of Arts Grant, which is currently in preparation.

2. PROJECT SUMMARY
A. Briefly summarize your project emphasizing the primary objectives and results.

The City of Pueblo is seeking Preserve America funds to establish a thriving and self- sustaining Heritage Tourism industry in
our community. This project will positively impact Pueblo's economy by developing and sustaining tourism -based primary
jobs. To do this, we have three primary objectives:
A. Establishment of the Pueblo Heritage Interpretive Plan
B. Development and implementation of an active multiple- attraction motor coach business
C. Development and production of a storytelling play that details the history of Pueblo
First of all, our Pueblo Heritage Interpretive Plan will bridge the local preservation community with the local tourism
industry. These two community groups will address the following objectives: 1) establish heritage tourism goals, objectives
and benchmarks; 2) inventory and evaluate Pueblo's heritage tourism resources; 3) identify interpretive themes and foci; 4)
identify interpretive audiences and techniques applicable to specific audiences; 5) determine resources, preparatory steps
and marketing necessary to launch interpretive program
Secondly, we will develop and implement an active multiple - attraction motor coach business that will serve and market
to outside tour groups. In Pueblo, we have 11 museums and over 130 Historic Places. Motor coach tours will enable us to
create a memorable heritage experience that connects many of these historic assets. With this project, we will establish a
system to receive, plan, market and manage motor coach tour groups. Further, we will do more than taxi visitors from site
to site. For example, tour groups will be escorted by actors portraying historic characters from Pueblo's past. These historic
tour guides will unify the cultural narrative created by each tour itinerary. Motor coach tours will create funding for our
heritage -based attractions, while allowing our community to create a memorable experience for travelers.
Finally, this project entails the development and production of an oratorio — a storytelling play with original and
traditional music — that will showcase the rich history of Pueblo interwoven with the theme of preservation. The oratorio will
be performed by professional actors working with community volunteers for motor coach tours groups, as well as locals and
individual tourists. Noted playwright and musician Daniel Valdez will provide — within a 12 -month timeline — the research,
script writing, composing of lyrics and music, casting and directing. Mr. Valdez's 35 years of professional work includes
writing and acting with Teatro Compesino, the writing of the classic play and movie Zoot Suit, and the production of the
acclaimed movie La Bamba.
3. PROJECT DESCRIPTION AND BUDGET
Applicants are strongly encouraged to provide answers in the spaces provided.
A. Describe the historic resources affected by the project, including whether they are listed in the National
Register of Historic Places and /or designated at the State or local level.
The Pueblo Register of Historic Places (which includes most National and State Register Properties in the city, as well as
local landmarks) totals 134 entries. The register includes two national register historic districts: The Union Avenue National
Historic Commercial District, and the Pitkin Place National Register District. The Pueblo Heritage Interpretive Plan will
identify historic themes that will allow grouping of properties for group tour itineraries. For example, likely landmark stops
for a "Pueblo Steel - Making" theme tour would include the CF &I Steel Mill Main Office Building (National Register
6/6/2002, 5PE.4179) and current home of the Bessemer Historical Society, St Francis Xavier Church (local register, 2006),
St. John's Greek Orthodox Church (National Register 02/28/2002, 5PE.4219), Bessemer Fire Station No. 4 (Local Register,
2005), and St. Mary's School (local Register 2003), among other sites (see Appendix G for list of National and State
Register Properties). Additional likely themes include 1) the Thatcher Family ranching and banking empire; 2) northside
Victorian residential district; 3) and the Governors' district (surrounding the residence of Colorado Gov. James Be. Orman
and Alva B. Adams on Pueblo's south side).
The purpose of the Pueblo Heritage Interpretive Plan, proposed as part of this project, is to systematically study and plan
interpretive programs based on the prominent historical themes reflected in Pueblo's landmark structures.
