A RESOLUTION AUTHORIZING THE TRANSFER OF $13,000 FROM THE CONTINGENCIES
ACCOUNT IN THE 2007 GENERAL FUND BUDGET TO THE TRANSPORTATION DIVISION OF
THE BUREAU OF PUBLIC WORKS TO FUND THE PURCHASE AND PLACEMENT OF TWO
TRAFFIC SPEED CONTROL SIGNS FOR CONSTITUTION ROAD
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that:
SECTION 1.
The transfer of $13,000 from the Contingencies Account in the 2007 General Fund budget
to the Transportation Division of the Bureau of Public Works is hereby approved.
SECTION 2.
Said funds shall be dispersed from the Transportation Division of the Bureau of Public
Works to fund the purchase of two traffic speed control signs on Constitution Road.

PURCHASE AND PLACEMENT OF TWO TRAFFIC SPEED CONTROL SIGNS FOR
CONSTITUTION ROAD
ISSUE
The Transportation Department and the Police Department have been working with the citizens
of the 1400 block of Constitution Road regarding a sight visibility problem due to the hill and the
speed of traffic on that hill. At the typical speeds, the driver is not provided adequate visibility to
stop for a resident existing a driveway. The roadway was designed for a 35 mph speed limit and
is posted at 30 mph. Based on this design, stopping sight distance is not a problem, however, at
the typically traveling speeds of 40 to 45 mph, the sight distance is problematic.
Traffic signs warning of the visibility problem have been posted, and PD has increased traffic
enforcement. Unfortunately, we have not seen a drop in the typical traveling speed. The
proposed signs are interactive with respect to the approaching drivers and their respective speed.
Should the driver be traveling at the posted speed, the sign will remain blank; however, once the
driver exceeds the posted speed limit, the light will flash the wording "SLOW DOWN." These
signs are being recommended because of the limited sight visibility created by the hill and not
necessarily the speeding problem.
RECOMMENDATION
Approval of the Resolution.
FINANCIAL IMPACT
Funds in the amount of $13,000 will be transferred from the Contingencies Account in the 2007
General Fund Budget (see attached spreadsheet for the balance in the Contingencies Account).
