HomeMy WebLinkAbout10895RESOLUTION NO. 10895 A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND SELLARDS AND GRIGG, INC., AN SEH COMPANY, FOR PERFORMING AND COMPLETING THE FINAL DESIGN PHASE FOR THE LAKE MINNEQUA PROJECT. AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo approved Resolution 10270 awarding a contract on November 22, 2004 to Sellards and Grigg, Inc. to complete the Pueblo Stormwater Master Basin Planning Study which included the Study Report and Preliminary Design Phases of the Lake Minnequa Project ( "Project'); and WHEREAS, on November 13, 2006, the City of Pueblo requested a proposal from Sellards and Grigg, Inc., an SEH Company ( "Sellards and Grigg) to submit an additional proposal to complete the Final Design Phase for the Lake Minnequa Project ( "Project'); and WHEREAS, the proposal from Sellards and Grigg was determined to be a competitive and reasonable price to complete the Final Design Phase for the Project; and NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1. Sellards and Grigg is hereby accepted and approved as the consultants to perform the Final Design Phase services for the Project. SECTION 2. An Agreement dated December 26, 2006, for the Final Design Phase services for the project, a copy of which is attached hereto and made a part hereof, after having been approved as to form by the City Attorney, by and between the City of Pueblo, a Municipal Corporation, and Sellards and Grigg, is hereby approved. SECTION 3. The President of City Council is hereby authorized to execute and deliver the Agreement in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. A total design and engineering cost of $145,000 will be paid in the amount of $100,000 from the Project ML0602 (Minnequa Lake Design & Engineering) appropriated by Ordinance No. 7502 and $45,000 from Project SW0601 (Lake Minnequa Feeder Ditch) appropriated in the City's FY2006 Budget will be expended for payment to Sellards and Grigg for services performed and costs incurred under the Agreement for Professional Design and Engineering Services. RECOMMENDATION Approval of the Resolution On November 22, 2004, the City contracted Sellards & Grigg, Inc. to complete the Pueblo Stormwater Master Basin Planning Study which included the Study Report and Preliminary Design Phases of the Lake Minnequa Project (RFP — Project No. 04 -063). The Study Report and Preliminary Design Phases of the Lake Minnequa Project were completed on August 30, 2006 by Sellards and Grigg, Inc. in accordance with the requirements of the professional services contract. On November 13, 2006, the City of Pueblo requested a proposal from Sellards and Grigg, Inc., an SEH Company ( "Sellards and Grigg ") to submit an additional proposal to complete the Final Design Phase for the Lake Minnequa Project. On December 13, 2006 Sellards and Grigg submitted a proposal in the amount of $145,000 to complete the Final Design Phase for the Lake Minnequa Project including civil engineering, water hydrology, land planning, landscape architecture, bid specifications, and drawings. The Public Works and City Planning Department reviewed the proposal and cost of professional services to complete the Final Design Phase for Lake Minnequa and has determined that the proposed project costs are reasonable and competitive prices. The proposed construction cost for the improvements included within the Lake Minnequa project are estimated to be $4 million. The proposal from Sellards and Grigg is 3.6% of the estimated construction cost for the project, which is well below the average cost for design and engineering services of other City projects. This agreement will require Sellards and Grigg to perform the Final Design Phase for the Lake Minnequa Project. The project boundaries include the 243 acre Lake Minnequa property which the City is in process of purchasing from CR& I, Inc. /aka Rocky Mountain Steel Mills, the 50 acres of City -owned property between Lake Minnequa and Pueblo Blvd., and within the City of Pueblo stormwater easements along the stormwater inlets to Lake Minnequa (see attached map). The Final Report Phase of the agreement will generally include the following items: 1. Desion Report — Provide stormwater basin design data including: a. A map showing the Minnequa Stormwater Basin Routing Schematic superimposed on aerial mapping, along with hydrologic summaries providing 2, 5, 10 and 100 -year flood flows for all design points. b. XP -STORM hydrograph plots at the outlet from Lake Minnequa for 2, 5, 10, 50 and 100 -year flood hydrographs. c. Hydraulic analysis and construction details for on -site detention ponds and water quality treatment ponds. d. Structural and hydraulic analysis for the O'Neal and Acero Avenues cast - in -place cross drainage structures and Minnequa Feeder Ditch capacity and low flow analysis. e. Final opinion of probable construction costs. 2. Project Manual — Provide the following designs and technical specifications: a. Technical specifications in CSI Format. b. Proposal form for bidding purposes for the Lake Minnequa Project. The Final Design phase of the project will also require the consultant' to development final design drawings and specifications for shoreline and park grading and revegetation, the extension of Lakeshore Drive, a parking area, outdoor basketball courts, pavilion park shelter and an enclosure for portable restrooms. FINANCIAL IMPACT A total design and engineering cost of $145,000 will be paid in the amount of $100,000 from the Project ML0602 (Minnequa Lake Design & Engineering) appropriated by Ordinance No. 7502 and $45,000 from Project SW0601 (Lake Minnequa Feeder Ditch) appropriated in the City's FY2006 Budget will be expended for payment to Sellards and Grigg for services performed and costs incurred under the Agreement for Professional Design and Engineering Services.
