A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, AND THE DURRANT GROUP INC., FOR PERFORMING AND
COMPLETING THE STUDY /REPORT AND PRELIMINARY DESIGN PHASES FOR THE
PUEBLO MUNICIPAL COMPLEX, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO
EXECUTE SAME
WHEREAS, the City of Pueblo solicited proposals for architectural, planning and
engineering services for the Municipal Complex, also know as the Police Building Project
( "Project'), Project No. 06 -060 and such proposals were evaluate; and
WHEREAS, the proposal from Durrant -HGF Architects, of which Durrant Group, Inc.
( "Durrant) will be the prime consultant, was determined to be the most acceptable firm for the
project; and
WHEREAS, at the City Council Work Session on November 13, 2006 gave direction to
proceed with the Study /Report and Preliminary Design Phases of the Project, which includes
examining all existing City facilities that could be impacted by the proposed Police Building Project
located between Main Street to the northwest; Oneida Street and the railroad track to the
southeast; vacated "E" Streets to the northeast and "C" Street to the southwest; NOW
THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1
Durrant is hereby accepted and approved as the consultants to perform the architectural,
planning and engineering services for the Project.
SECTION 2.
An Agreement dated November 27, 2006, for the Study / Report and Preliminary Design
services for the project, a copy of which is attached hereto and make a part hereof, after having
been approved as to form by the City Attorney, by and between the City of Pueblo, a Municipal
Corporation, and Durrant, is hereby approved.
SECTION 3
The President of City Council is hereby authorized to execute and deliver the Agreement in
the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall
affix the seal of the City thereto and attest the same.
SECTION 4.
Funds in the amount of $311,998 for this project and setting forth $32,000 in contingency
funds will be paid for from the Police Building Fund.

TITLE

ISSUE
Should the City Council approve an Agreement with The Durrant Group Inc: to perform
the Study /Report and Preliminary Design for the Municipal Complex, also known as the
Police Building Project ( "Project ")?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
On September 15, 2006, the City received eight (8) proposals from reputable
companies vying to provide professional architectural, planning and engineering
services for the Project (RFP — Project No. 06 -060). On September 19, 2006, the
selection committee, which was made up of Jim Munch, Steven Meier, Dave Vaughn
with Regional Building, Jim Billings, John Ercul, Dayton Robinson, Alan Anderson,
Naomi Hedden, John Wilkinson, Mike Beyer, Dan Centa, and Doug Fitzgerald reviewed
the proposals and selected five firms to interview. On September 26, 2006, the
Committee interviewed the five (5) top firms, who were — Durrant -HGF, Short Elliott
Hendrickson Inc. (SEH), Roth - Sheppard Architects & Sasaki, HDR Architecture, Inc.,
and RNL. After the interviews were conducted; each firm was evaluated according to
four equally weighted criteria: experience, time frame, scope of work and professions
fees and their references checked, the Committee selected the Durrant -HGF team to
complete the professional services for the Project. The Durrant Group will be the
prime consultant on the project and will be the firm who enters into the agreement.
HGF will be a sub - contractor to the Durrant Group.
In October, the City separated the Parking Garage portion of the project and approved
Durrant to begin design and engineering the facility so the City could receive funding
through New Market Tax Credits.
This agreement will require Durrant to perform the Study / Report and Preliminary
Design (Schematic) Phases for the Municipal Complex Project (not the parking
garage portion of the project). The project boundaries include Main Street to the
northwest; Oneida Street and the railroad track to the southeast; vacated "E" Streets
to the northeast and "C" Street to the southwest (see attached map). The Study and
Report Phase of the agreement will generally include the following items:
Survevina — Provide topography of the site, identifying ownership issues that
may occur within the site, title commitment of the project area, existing
facilities, and boundaries.
2. Environmental Study - Provide all necessary Environmental Services for the
project area including a Phase I Environmental Assessment using current
American Society for Testing and Materials (ASTM E 1527 -05) standard
practices. Coordinate all environmental issues with appropriate Federal, State
and Local agencies and perform necessary actions to satisfy those agency's
requirements. Provide an estimate for a Phase II Environmental Assessment.
3. Soils & Geotechnical Investigation — Provide geotechnical investigation
determining the index proprieties, unified soil classifications, recommend
design lateral earth pressures and bearing pressures and dewatering
recommendations for the design of the project, as well as recommend
foundation types.
4. Needs Program — Provide a "Needs Assessment" for each of the Departments
that will be located within the project boundary including, but not limited to:
Police Department, Municipal Courts,
Information Technology Department,
Public Works Department, Purchasing Department, Community Development,
and Regional Building Department.
Provide necessary interviews with each of
the Departments and determine,
at a minimum, the following spatial
requirements:
Office needs for staff
Public space needs
Office needs for administration
Semi - private space needs
• Operational needs
Furniture needs
• Conference room needs
Access needs
Shared space needs
Parking needs
Indoor Storage need
Cafeteria / break room needs
Outdoor Storage needs
Site Improvement needs
Loading Dock needs
Conference room need
Receptionist needs
5. Site Analysis — Develop a site analysis of the existing conditions, determine
constraints and opportunities of the site, analyze existing buildings and the
potential reuse of those buildings, and prepare a report setting forth the findings
and recommendations with opinions of probable costs.
The Preliminary Design phase of the project will require the consultant's to
development preliminary design alternatives and Architectural Styles responding to
the site and user needs. A minimum of three (3) alternatives addressing the site's
master plan; building layouts for each proposed building; floor plans (each level) for
each of the proposed buildings; elevations delineating architectural styles; and site
designs depicting parking layouts, landscaping, utility layout, pedestrian and vehicle
circulation. Consider any "Leadership in Energy and Environmental Design"
(LEEDS) opportunities that maybe available. Develop preliminary cost estimates for
each of the alternatives and present alternatives to the Owner.
FINANCIAL IMPACT
Funds in the amount of $311,998 for this project and setting forth $32,000 in
contingency funds will be paid for from the Police Building Fund.
