A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF
$2,209,817.09 TO TONY J. BELTRAMO & SONS, INC., AND SETTING FORTH $220,982 FOR
CONTINGENCIES, FOR THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO PHASE IIIA -1
GATEWAY PARK PROJECT — BID NO. 06 -061 AND AUTHORIZING THE PURCHASING AGENT
TO EXECUTE THE SAME
WHEREAS, bids for the Historic Arkansas Riverwalk of Pueblo, Phase IIIA -1 "Gateway
Park" Project — Bid No. 06 -061 have been received and examined; and,
WHEREAS, the bid submitted by Tony Beltramo & Sons, Inc., of Pueblo, Colorado was the
lowest of those bids determined to be responsible; and,
WHEREAS, approximately 41% of the project will be funded from the U.S. Department Of
Commerce, Economic Development Administration; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract agreement for the Historic Arkansas Riverwalk of Pueblo, Phase IIIA -1 "Gateway
Park" Project — Bid No. 06 -061 is hereby awarded to Tony Beltramo & Sons, Inc. in the amount of
$2,209,817.09.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A
Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, funds in the amount of
$220,982 is hereby established for contingencies and additional work.
SECTION 4.
Funds for said project shall be from Capital Project Account Number PWHP07.

ISSUE
Should the City Council award a contract agreement to Tony J. Beltramo & Sons, Inc.
for the construction of the Historic Arkansas Riverwalk of Pueblo Phase IIIA -1 "Gateway
Park" project?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
On November 10, 2006, the City received three (3) bids from various contractors to
construct Phase IIIA -1 of the Historic Arkansas Riverwalk of Pueblo. The base bid for
the project consists of a concrete channel extension, utilities, sidewalk, and landscaping
(see attached Bid Summary). As an effort to keep the project within budget, the City
solicited bids for the project with six (6) deduct bid items. The deduct items would have
allowed the City to remove items from the project in order to get the bid price within
budget. The base bid from Beltramo was within budget and will allow the City to build
the entire project as designed.
FINANCIAL IMPACT
Funds for this project in the amount of $2,209,817.09 for the construction and $220, 982
for contingencies will be paid from Account PWHP07. Ordinance No. 7442 established
a budget and appropriated funds from the follows sources for completing Phase IIIA -1 of
the Historic Arkansas Riverwalk of Pueblo project:
$1,000,000 Economic Development Administration (EDA)
900,000 Department of Local Affairs to the City
500,000 Great Outdoors Colorado to the City
650,568 HARP Foundation ($100,000 per Ordinance No. 6844)
($247,000 per Ordinance No. 7047)
50,000 Pueblo Urban Renewal Authority (per Ordinance No. 6844)
$3,100,568"` Total Cost ($20,000 for Environmental Mitigation Contingency
and $3,080,568 for Construction of Phase III A -1)
" Total includes funds expended for schematic design ($150,000, Ordinance No 6844)
and final design ($247,000, Ordinance No 7047) development for HARP Phase III A -1.
