A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PUEBLO. COLORADO, MAKING
LEGISLATIVE FINDINGS THAT AN AREA OF THE CITY OF PUEBLO IS A BLIGHTED AREA
AND APPROPRIATE FOR THE SOUTH SANTA FE URBAN RENEWAL PROJECT
WHEREAS, M. Torgerson Architects, P.C. (the Consultants) have been retained by the
Urban Renewal Authority of Pueblo, Colorado (the Authority) to conduct studies and surveys of the
area (Area) described in Exhibit A, attached to and incorporated herein, to determine if the Area
contains factors included in the definition of "blighted area" in the Colorado Urban Renewal Law
Sections 31 -25 -101, et seq., C.R.S., (the Act); and
WHEREAS, the Consultants prepared, submitted and presented to the City Council a
document entitled South Downtown Pueblo Conditions Survey (the Survey) dated July, 2006,
which Survey is incorporated herein by this reference, and which describes in detail the conditions
in the Area that are summarized in Section 1, below; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PUEBLO, COLORADO, AS FOLLOWS:
SECTION 1
Based on a review of the Survey and in accordance with the Act, the City Council finds and
determines that the Area is a "blighted area" as defined in Section 31 -25- 103(2), C.R.S, and by
reason of the presence of the following factors the Area substantially impairs or arrests the sound
growth of the City, retards the provision of housing accommodations, constitutes an economic and
social liability, and is a menace to the public health, safety, morals or welfare in its present
condition and use. The City Council finds and determines that the following factors exist in the
Area:
a. Slum, deteriorated, or deteriorating structures;
b. predominance of defective or inadequate street layout;
C. faulty lot layout in relation to size, adequacy, accessibility, or usefulness;
d. unsanitary or unsafe conditions;
e. deterioration of site or other improvements;
f. inadequate public improvements or utilities;
g. the existence of conditions that endanger life or property by fire and other causes;
h. buildings that are unsafe or unhealthy for persons to live or work in because of
building code violations, dilapidation, deterioration, defective design, physical
construction, or faulty or inadequate facilities;
environmental contamination of buildings or property; and,
the existence of health, safety, or welfare factors requiring high levels of municipal
services or substantial physical underutilization or vacancy of sites, buildings, or other
improvements.
SECTION 2
The City Council further finds and determines the Area is appropriate for an urban renewal
project pursuant to the Colorado Urban Renewal Law.
SECTION 3
This resolution is effective upon its approval by the City Council.

BLIGHTED AREA AND APPROPRIATE FOR THE SOUTH SANTA FE URBAN
RENEWAL PROJECT
ISSUE
Should City Council determine the proposed South Santa Fe Urban Renewal Project as
a blighted area as defined in Section 31 -25- 103(2).
RECOMMENDATION
Approve the resolution.
BACKGROUND
The Urban Renewal Plan for the South Santa Fe Urban Renewal Project (the Plan)
prepared and submitted in draft form, which contains therein the South Downtown
Pueblo Conditions Survey, reflects conditions of blight as required by the Urban
Renewal Law of the State of Colorado (C.R.S. 31 -25 -103 (2)). Additionally, the Plan's
primary objective is to eliminate blight by stimulating private investment and
reinvestment within the proposed district boundaries. Specifically, the primary intent of
the Plan is to fund the rehabilitation of the Alpha Beta Warehouse, as well as other
public improvements the Urban Renewal Authority of Pueblo may deem appropriate.
FINANCIAL IMPACT
Twenty -five year property tax TIF projections indicate revenue generating potential of
approximately $48,000,000.
