A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, AND THE DURRANT GROUP INC., FOR PROVIDING
ARCHITECTURAL, PLANNING AND ENGINEERING SERVICES FOR THE PARKING GARAGE
PORTION OF THE MUNICIPAL COMPLEX, IN THE AMOUNT OF $530,021 AND SETTING
FORTH $69,979 FOR CONTINGENCIES, AND AUTHORIZING THE PRESIDENT OF CITY
COUNCIL TO EXECUTE SAME
WHEREAS, proposals were received for providing architectural, planning and engineering
services for the Municipal Complex, also know as the Police Building Project ( "Project'), Project
No. 06 -060 and have been examined; and
WHEREAS, the Pueblo Main Street Garage ( "Garage ") is a component of the Project; and
WHEREAS, the proposal from Durrant -HGF Architects, of which Durrant Group, Inc.
( "Durrant) will be the prime consultant, was determined to be acceptable for the project; NOW
THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1.
Durrant is hereby accepted and approved as the consultants to perform the architectural,
planning and engineering services of the Garage portion of the Project.
SECTION 2.
An Agreement dated October 10, 2006, a copy of which is attached hereto and make a part
hereof, after having been approved as to form by the City Attorney, by and between the City of
Pueblo, a Municipal Corporation, and Durrant, is hereby approved.
SECTION 3.
Contingent upon receiving approval and assignment from the National Development
Council of new market tax credit allocation for the Garage, the President of City Council is hereby
authorized to execute and deliver the Agreement in the name of and on behalf of the City of
Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest
the same.
SECTION 4.
The President of the City Council is hereby fully authorized to assign and transfer the
Agreement to the Pueblo Main Street Garage Corporation upon completion of the final design
phase of the Garage.
SECTION 5.
Funds in the amount of $530,021 for this project and setting forth $69,979 in
contingency fund will be paid for from the Police Building Fund.

AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
ISSUE
Should the City Council approve an Agreement with The Durrant Group Inc. to perform
the architectural, planning and engineering services for the Pueblo Main Street Garage
( "Garage "), which is a portion of the Municipal Complex, also known as the Police
Building Project ( "Project ")?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
On September 15, 2006, the City received eight (8) proposals from reputable
companies vying to provide professional architectural, planning and engineering
services for the Project (RFP — Project No. 06 -060). On September 19, 2006, the
selection committee, which was made up of Jim Munch, Steven Meier, Dave Vaughn
with Regional Building, Jim Billings, John Ercul, Dayton Robinson, Alan Anderson,
Naomi Hedden, John Wilkinson, Mike Beyer, Dan Centa, and Doug Fitzgerald reviewed
the proposals and selected five firms to interview. On September 26, 2006, the
Committee interviewed the five (5) top firms, who were — Durrant -HGF, Short Elliott
Hendrickson Inc. (SEH), Roth - Sheppard Architects & Sasaki, HDR Architecture, Inc.,
and RNL. After the interviews were conducted; each firm evaluated according to four
equally weighted criteria: experience, time frame, scope of work and professions fees
and their references checked, the Committee selected the Durrant -HGF team to
complete the professional services for the Project. The Durrant Group will be the prime
consultant on the project and will be the firm who enters into the agreement. HGF will
be a sub - contractor to the Durrant Group.
This agreement will require Durrant to perform the Study and Report, Preliminary
Design (Schematic), Final Design, Construction Documentation and Bidding and
Construction Phases for the Garage portion of the Project. This Garage structure will
utilize the New Market Tax Credits as a funding mechanism. The timing of this funding
mechanism requires the need for a separate agreement with the Durrant Group for the
Garage. The architectural agreement for the larger Project will be brought to Council in
November. The Garage will be a 3 -level structure that will accommodate approximately
732 - parked vehicles and will be located along the northeast edge of the Project
boundary, adjacent to the Cingular building (see attached parking garage and costs
estimate).
FINANCIAL IMPACT
The Agreement is contingent upon receiving a letter from National Development Council
approving and assigning new market tax credit allocation to the project. Consultant's
professional fee with contingencies is $600,000, which is approximately 7% of the total
construction costs for the Garage. Funds will be paid for from the Police Building Fund.
