A RESOLUTION MODIFYING THE CURRENT PROCEDURES FOR ORDINANCE SUBMITTAL
TO THE CITY COUNCIL OF THE CITY OF PUEBLO, WITH RESPECT TO REPROGRAMMING
OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
WHEREAS, the City Council of the City of Pueblo approves all Community
Development Block Grant funding and any subsequent reprogramming of surplus funds;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council when acting on reprogramming of Community Development Block Grant
funds shall receive sufficient information to assist the City Council in making decisions, including
without limitations, enhanced attachments showing the project's history and the reasons for the
reprogramming of funds.
SECTION 2.
This Resolution shall become effective immediately upon final passage and approval.

WITH RESPECT TO REPROGRAMMING OF COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS
ISSUE
It is necessary from time to time to reprogram Community Development Block
Grant funds. The City Council currently receives information on the projects to
be closed and new projects to be funded. In the future, the City Council will
receive an enhanced package, which will include a project history.
RECOMMENDATION
Approval of the Resolution
BACKGROUND
Community Development Block Grant funded projects are approved by City
Council through ordinance on a yearly basis. Funds are also reprogrammed
from projects that have been completed, or when the agency responsible for
carrying out the activity is unable to do so. The reprogramming of funds is also
conducted on a yearly basis. The proposed changes are published in the
newspaper, which triggers a 30- day comment period, as required by the City's
Citizen Participation Plan, which is approved by the City Council, and Community
Development Block Grant laws and regulations. The funding and
reprogramming of funds is presented to the City Council for approval through the
ordinance process.
Under the current procedures, the Council is provided with a list of projects being
considered for funding changes. It has been determined that there is a need for
more detailed information for use by the Council in making these funding
decisions. Therefore, future presentations to Council will include information on
the project's history and the reasons for the reprogramming of said funds.
FINANCIAL IMPACT
There is no financial impact to the total budget as the funds being transferred are
surplus in one account and are being transferred to another account. The CDBG
funding remains constant throughout the grant year.
