HomeMy WebLinkAbout10826RESOLUTION NO. 10826 A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION FOR A COLORADO DEPARTMENT OF LOCAL AFFAIRS HERITAGE PLANNING GRANT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the Pueblo Regional Development Plan's Guiding Principles include efficient and prudent extensions of infrastructure, seamless development regulations regardless of jurisdictional boundaries, and identification of lands appropriate to accommodate future service and industrial growth; and WHEREAS, current and anticipated development pressures at the periphery of the city involve lands not included within the existing three -mile urban planning boundary nor previously studied or designated for development suitability; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: The City Council hereby approves the submittal of a grant application to the Colorado Department of Local Affairs for a study updating the Pueblo Regional Development Plan Future Land Use Map establishing an urban service area, revising future land uses within the urban service area, and determining the applicability of the City- County Common Development Code within the urban service area. The President of City Council is hereby authorized to execute the grant application in the name of the City. Approval of this Resolution BACKGROUND The project is a joint City- County planning project designed to yield an Intergovernmental Agreement between the City of Pueblo, Pueblo County, and the Pueblo West Metropolitan District. The IGA will identify urban service area boundaries for the City and update the future land use designations in the Pueblo Regional Development Plan within the three -mile planning area and the 125 corridor, especially focusing on the Fountain Creek corridor. The IGA will further specify standards for development within the urban service area, based partially on the previously developed City -County Common Development Code, as well as policies for infrastructure extensions, including water. Submittal of the application will be subject to approval by Pueblo County. The Pueblo West Metropolitan District is not a signatory to the grant application. FINANCIAL IMPACT $35,029 in match is proposed for the project, to come from the following sources: $7,057 in City funding reprogrammed from the "Adoption" Step in the Common Development Code project; $5,972 each from both Pueblo County and the Colorado Department of Local Affairs, reprogrammed from the "Adoption" Step of the Common Development Code Project; up to $10,000 in cash match from PACOG (UPWP Tasks 2.5 and 2.6), and up to $12,000 in in -kind match from the Urban Transportation Planning Division Staff contracted for PACOG transportation planning. The Colorado Department of Local Affairs has verbally approved use of PACOG matching funds for this project. Brief Description of Proposed Project (100 words or less): The project will yield an Intergovernmental Agreement between the City of Pueblo, Pueblo County, and the Pueblo West Metropolitan District identifying urban development areas for the City and updating the City /County Comprehensive Plan future land use designations inside the urban development area. Based on the previously developed Common Development Strategy, the IGA will specify standards for development within the urban development area, to include site and lot design; building bulk, massing and articulation; parks and open space; landscaping; and roadway standards, among others.
