A RESOLUTION AUTHORIZING THE REMOVAL OF THE HUMAN RELATIONS COMMISSION
FROM THE COMMUNITY SERVICES ADVISORY COMMITTEE PROCESS OF
CONSIDERATION AND APPROPRIATION OF JOINT CITY AND COUNTY FUNDING FOR
COMMUNITY ORGANIZATIONS
WHEREAS, the City of Pueblo enjoys a strong bond with the Human Relations Commission
and appreciates its efforts in the community of Pueblo; and
WHEREAS, the City of Pueblo and the County of Pueblo have entered into an
Intergovernmental Agreement that created the Human Relations Commission for the purpose of
addressing issues of race, creed, color, disability, gender, sexual orientation, or national origin and
helping to give effect to the guarantee of equal rights for all in the City and County of Pueblo; and
WHEREAS, within the Intergovernmental Agreement between the City and County of
Pueblo, it is agreed to appropriate and budget a pro -rata equitable share of expenses in excess of
revenues for the development, implementation, and administration of the Commission; and
WHEREAS, it has been determined by the City Council that the Community Services
Advisory Committee is not the appropriate body authority to address, examine, determine, and
appropriate the financial needs of the Human Relations Commission; therefore
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council recognizes the invaluable role of the Human Relations Commission to the
Pueblo community and its citizens.
SECTION 2.
City Council acknowledges the importance of adequate funding for the Human Relations
Commission in order to perform the duties and responsibilities as delineated by the
Intergovernmental Agreement between the City of Pueblo and the County of Pueblo dated May 29,
2001.
SECTION 3
City Council supports the removal of the Human Relations Commission from the funding
consideration and allocation process of the Community Services Advisory Committee.

ISSUE
The Human Relations Commission (HRC) has approached the City Council to be
removed from the Community Services Advisory Committee (CSAC) process of
appropriating joint funding from the City and County toward community organizations.
The HRC believes they are not receiving adequate consideration for funding from the
CSAC process and would like to be funded directly by the City and County as stipulated
in the Intergovernmental Agreement, which created the HRC in 2001. The County has
already agreed to remove the HRC from the CSAC process and will fund them directly.
RECOMMENDATION
Approval of the Resolution.
FINANCIAL IMPACT
The funding allocation to the Human Relations Commission will be determined on an
annual basis and will vary as allocated by the City Council.
