A RESOLUTION APPROVING A REQUEST AND APPLICATION BY THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, FOR GRANT ASSISTANCE FROM THE COLORADO
AERONAUTICAL BOARD AND THE DIVISION OF AERONAUTICS IN THE FORM OF A STATE
AVIATION SYSTEM GRANT, DESIGNATING THE DIRECTOR OF AVIATION AS ITS PROJECT
DIRECTOR AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE
APPLICATION
WHEREAS,
1. The General Assembly of the State of Colorado declared in Title 43 of the Colorado
Revised Statutes, Article 10, 1991 ( "the Act ") in C.R.S. 43 -10 -101 "...that there exists a
need to promote the safe operations and accessibility of general aviation in this state; that
improvements to general aviation transportation facilities will promote diversified economic
development across the state; and that accessibility to airport facilities for residents of this
state is crucial in the event of a medical or other type of emergency... ".
2. The Act created the Colorado Aeronautical Board ( "the Board ") to establish policies and
plans for the growth and development of aviation in the state, and to establish procedures
for the administration and distribution of monies credited to the aviation fund to be used
solely for aviation purposes at public - accessible airports, including procedures for the state
aviation system grant program. SEE, C.R.S. 43 -10 -105 of the Act.
3. The Act created the Division of Aeronautics ( "the Division ") to support the Board in fulfilling
its duties. The duties of the Division in supporting the Board include providing
administrative support to the Board in the distribution of monies credited to the aviation fund
for aviation purposes, providing advisory assistance to airports providing access to the
public, including technical and planning assistance, and implementing /administering the
state aviation system grant program established solely for aviation purposes. SEE, C.R.S.
43 -10 -103 and C.R.S. 43 -10 -108.5 of the Act.
4. Any entity operating a public - accessible airport in the state may apply to the Division for a
state aviation system grant to be used solely for aviation purposes. SEE, C.R.S. 43 -10-
102(3) and 43 -10- 108.5(2) of the Act.
5. The Applicant is a public - accessible airport or an entity operating such an airport in the
state and has filed an application with the Division and the Board for a state aviation system
grant to be used solely for aviation purposes.
6. The Division is authorized to assist only those public - accessible airports or entities
operating such airports that request assistance by means of a resolution passed by the
governing board of the airport or entity and forwarded to the Division. SEE, C.R.S. 43 -10-
103(5) of the Act.
7. The Applicant understands that if it is awarded a grant by the State, any disbursement of
grant funds to the Applicant shall be contingent upon the prior receipt by the State of a
resolution that has been adopted by the duly authorized governing body of the Applicant
and that expressly satisfies certain grant procedures and requirements, as described below.
8. The Applicant desires to request such grant assistance by means of a resolution passed by
Applicant's duly authorized governing board, in order to comply with C.R.S. 43 -10- 103(5) of
the Act and to satisfy certain grant procedures and requirements. The Applicant intends
that the resolution:
a) designate the individual authorized by the Applicant to execute the application on its
behalf and to act in all related matters as the Applicant's Project Director for the
project proposed in the Application, as described in the Division's Grant Program
Project Management Manual ( "the Manual "); and
b) commit the Applicant to comply with all terms and conditions of the application and
all guidelines, policies, procedures, and requirements described in the Manual if a
grant for the project is awarded to the Applicant by the Board; and
C) obligate the Applicant to appropriate or otherwise make available in a timely manner
sufficient funds, if any, that are required from the applicant for the application
project.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council of the City of Pueblo, as the duly authorized governing body of the City of
Pueblo as the grant Applicant, hereby formally requests assistance from the Colorado Aeronautical
Board and the Division of Aeronautics in the form of a State Aviation System Grant. The City of
Pueblo states that such grant shall be used solely for aviation purposes, as determined by the
State, and as generally described in the Application. The President of the City Council is
authorized to execute and deliver the Application in the name of the City of Pueblo.
SECTION 2.
The City of Pueblo hereby designates the Director of Aviation as the Project Director, as
described in the Manual, and authorizes the Project Director to act in all matters relating to the
work project proposed in the Application on behalf of the City.
SECTION 3.
The City of Pueblo has appropriated or will appropriate or otherwise make available in a
timely manner all funds, if any, that are required to be provided by the applicant under the terms
and conditions of the grant contract.
SECTION 4.
The City of Pueblo hereby accepts all guidelines, procedures, standards, and requirements
described in the Manual as applicable to the performance of the grant work if the Board awards a
grant for the project to the City of Pueblo.

Should City Council approve a request and application for grant assistance from the
Colorado Aeronautical Board and the Division of Aeronautics for improvements to the
Airport?
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The grant application is for the funding of three projects. The projects are as follows:
1) Runway 17 -35 Parallel Taxiway — Phase I: A partial taxiway will be constructed from
the approach end of Runway 35 to Taxiway B. This will reduce runway crossings and
enhance aircraft traffic flow. The project is estimated to cost $1,000,000. The funding
will be broken down as follows: Federal (95 %) $950,000; State (2.5 %) $25,000; Local
(2.5 %) $25,000. This project will facilitate the use of the Airport by Doss Aviation and
enhance operational safety.
2) Helicopter Training Area: A 770 -foot asphalt surface will be constructed for helicopter
training operations. The air traffic control tower will establish special use procedures for
the area to separate rotor and fixed wing operations and to increase airport capacity. The
project is estimated to cost $115,000. The funding will be broken down as follows:
Federal (95 %) $109,250; State (2.5 %) $2,875; Local (2.5 %) $2,875. This project will
help with operational issues associated with the increase to operations due to the Doss
Aviation operation.
3) Runway 17 -35 Seal Coat: Runway 17 -35 will be enhanced by providing a fog seal coat
to the runway surface. The seal coat is expected to extend the pavement life by 5 years.
The project is estimated to cost $200,000. The funding will be broken down as follows:
State (80 %) $160,000; Local (20 %) $40,000. This project is needed to help maintain the
pavement on the runway.
FINANCIAL IMPACT
Funds in the amount of $187,875 are being requested from the State with the local match
amount being $67,875 and the FAA funding of $1,059,250 for a total amount of
$1,315,000. The projects were submitted with the 2007 budget request. The Runway 17-
35 Parallel Taxiway and Helicopter Training Area projects are dependent upon FAA
funding.

1) Runway 17/35 Parallel Taxiway: A new Air Force Training Facility is being constructed just west of Runway 35.
Once this facility becomes operational in late 2006 the southern portion of the parallel taxiway will improve ground
access to the runways. Airport capacity will also increase as additional sections of the Runway 17/35 parallel
taxiway are constructed.
2) Helicopter Training Area: The airport handles a considerable amount of helicopter flight training. The rotor craft
are much slower than fixed wing aircraft, thus create operational issues when they utilize the runways. Training
activity on the ramp also creates operational issues due to its proximity to the runways, Taxiway B and flight -line
development.
3) Runway 17/35 Seal Coat: The porous friction course surface is deteriorating from the effects of aging,
exposure to the environment and traffic. The surface is in good condition considering its age, but the asphalt
cement binder holding the open graded aggregate together is starting to fail. Failure of this bond results in loose
aggregate on the runway surface. The loose aggregate is swept regularly by the airport, but it still poses a danger
to aircraft.

1) Runway 17/35 Parallel Taxiway: A full length Runway 17/35 parallel taxiway will greatly improve ground
movements, runway access and increase runway capacity. Due to the amount of training activity on the east/west
runways, the Air Traffic Control Tower directs nearly all aircraft arriving from the north and south to Runway
17/35.
2) Helicopter Training Area: A training area away from other airport activities and separated from fixed wing flight
patterns will provide a safer environment for flight training at the Airport.
3) Runway 17/35 Seal Coat: A surface applied rejuvenating seal coat, GSB -88 or equivalent, will be used to coat
the exposed aggregate and improve adhesion of the aged asphalt binder to the raveling aggregate. Rejuvenating
properties of the proposed seal coat material will extend the life of the surface by replacing the lighter and most
flexible portions of the asphalt binder that have volatized from the aging and weathering process.
DEFINE THE PROPOSED PROJECT IN DETAIL ❑Additional Information Submitted with Application
1) Runway 17/35 Parallel Taxiway: The first phase of the parallel taxiway, 2007 construction, will consist of a new
end connector taxiway and a parallel taxiway on the west side of Runway 17/35 that will extend north
approximately 1,400 feet to intersect with Taxiway B. The new parallel taxiway will be designed to meet Group III
aircraft criteria and will be offset 500' from the Runway 17/35 centerline to allow future acute angled taxiway exits
in later phases of construction.. The new taxiway will also have medium intensity edge lights and pavement
markings.
2) Helicopter Training Area: The project will consist of two paved landing and ground maneuver strips. The
primary training strip is 550 feet long by 60 feet wide aligned in an east/west direction. This alignment parallels
the 8/26 runways in the direction of predominate winds. A second 220 feet long by 60 wide training strip is
included for use when winds favor a north /south alignment. The second strip is parallel to the crosswind Runway
17/25. Safety areas will be graded off the ends of both training strips.
3) Runway 17/35 Seal Coat: The project will consist of approximately 140,000 square yards of rejuvenating seal
coat and 50,000 square feet of pavement marking. Crack sealing is not required because random cracking in the
runway surface is regularly sealed by the Airport.

The City will not have the matching funds for the Federal projects so these projects would have to be placed on
hold until the City could come up with the funds which may not be until 2008. The seal coat project will not be
done at all.
