A RESOLUTION OF SUPPORT FOR THE EDUCATION AND STRICT ENFORCEMENT OF
ILLEGAL FIREWORK USE AND THE VIOLATIONS THEREOF DURING THE SUMMER SEASON
OF 2006
WHEREAS, the City Council is committed to promoting the health, general welfare, and
safety for the citizens of Pueblo; and
WHEREAS, the City Council recognizes the immediate need to address the burgeoning use
and harm of illegal fireworks in the City of Pueblo; and
WHEREAS, the City of Pueblo is facing increased safety and noise issues related to use of
illegal fireworks and the pejorative effects incurred toward people, animals, and property; and
WHEREAS, the City Council commends and supports the concerted efforts of the Pueblo
Police Department, the Citizens For Fireworks Enforcement, and City staff in addressing the
nuisance of illegal fireworks; THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council fully supports the use of education informing the public of the hazards
pertaining to the use of illegal fireworks and City Ordinances prohibiting their use.
SECTION 2.
City Council fully supports the use of municipal citations enforcing City Ordinances in
deterring the use of illegal fireworks to protect citizens, animals, and property within the City of
Pueblo.
SECTION 3.
This Resolution shall become effective upon final passage and approval.

THEREOF DURING THE SUMMER SEASON OF 2006
ISSUE
The City Council has been approached by members of the Pueblo community that have
concerns over the use of illegal fireworks during the summer leading up to the 0 of July
holiday and thereafter. These citizens have formed a group, named Citizens For
Fireworks Enforcement (CFFE), to address the issue of safety and noise regarding the use
of illegal fireworks. The CFFE has met with the Chief of Police, Councilman Thurston,
and City staff to formulate a solution to this problem that was most noticeable during the
2005 summer season. From these meetings, it was decided that increasing public
awareness of the safety hazards and nuisance of illegal fireworks, educating the public of
these issues, and increasing enforcement of the City Ordinances would be the best avenue
to combat this problem. Police Chief Billings will utilize resources from the Gang Task
Force for issuing citations and enforcement as well as media tools to educate the public.
