A RESOLUTION OF SUPPORT FOR A 1.5 PERCENT ANNUAL APPROPRIATION OF GENERAL
REVENUE FUNDS TO THE COMMUNITY SERVICES ADVISORY COMMITTEE PROCESS FOR
THE PURPOSE OF ALLOCATING CITY MONIES TO NON - PROFIT ORGANIZATIONS WITHIN
THE CITY AND COUNTY OF PUEBLO
WHEREAS, the Community Services Advisory Committee was created to advise and
recommend to the City Council and the Board of County Commissioners joint City and County
monies for non - profit organizations; and
WHEREAS, City Council acknowledges the importance of working in concert with the Board
of County Commissioners in supporting the non - profit sector within the City and County of Pueblo;
and
WHEREAS, City Council recognizes the invaluable role of the Community Services
Advisory Commission in recommending to the City and County allocations of monies to non - profit
organizations; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
It is the desire of the City Council to annually appropriate a percentage of General Revenue
Fund monies to the Community Services Advisory Commission beginning for the year 2007
allocation cycle.
SECTION 2.
City Council hereby approves a 1.5 percent annual appropriation of funds from the General
Revenue Fund to the Community Services Advisory Commission process.
SECTION 3
This Resolution will be become effective on final passage and approval.

PUEBLO
ISSUE
The Community Services Advisory Commission (CSAC) was created in 2004 for the purpose of
assisting with funding requests and recommending allocations to non -profit organizations in the
City and County of Pueblo. When the process began in 2004, the City and County gave unequal
amounts to this process, and separate contracts for City funds and County funds were utilized.
Subsequently in 2005 and 2006, a Joint Partnership Funding Agreement was entered into by the
City and County, and all agencies involved with the CSAC process currently receive an equal
amount of funding from both government bodies. In both fiscal years, an amount of $854,000
from the City and County was allocated to the CSAC process for a total of $1,708,000 each year.
At the City Council Budget Retreat held on April 12, 2006, it was discussed by the Council that a
certain percentage of the General Revenue Fund should be allocated to the CSAC process. This
Resolution will determine a percentage amount per Council's consensus and designation.
Approval of the Resolution.
FINANCIAL IMPACT
For the fiscal year 2006, it is estimated that the City will collect $60,908,185 in general fund
revenue. For the years 2004 and 2005, the City collected $57,671,566 and $60,168,010,
respectively. As an example, if the Council were to designate 1.0% of the estimated 2006
General Fund Revenue to the CSAC process, the amount would be equal to $609,081.85.
