A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION
FOR THE PUEBLO WAY- FINDING SIGN PROJECT — PHASE I TO THE COLORADO
DEPARTMENT OF TRANSPORTATION ENHANCEMENT PROGRAM, AND AUTHORIZING THE
PRESIDENT OF THE COUNCIL TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the submittal of a grant application for the
Pueblo Way- Finding Sign Project — Phase I for the purpose of directing the public and tourist to
Pueblo's attractions; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1.
A grant application requesting $40,072 dollars from the Colorado Department of
Transportation (CDOT) Enhancement Program for the Way- Finding Sign Project is hereby
approved and a copy of the grant application is attached hereto and is on file at the City of
Pueblo's Department of Planning.
SECTION 2.
The President of the City Council is hereby authorized to execute and deliver the grant
application for the Pueblo Way- Finding Sign Project — Phase I on behalf of the City of Pueblo, a
Municipal Corporation, to the CDOT Enhancement Program, and the City Clerk shall affix the seal
of the City thereto and attest same.
SECTION 3.
Matching funds in the amount of $10,018 will come from the following sources; City
of Pueblo Public Works Department will perform $3,990 of in -kind labor; the Greater Pueblo
Chamber of Commence will provide $5,000 in cash match; and members of Destination Pueblo will
provide $1,028 in cash match.

Should the City Council agree to submit a grant application to the Colorado Department of
Transportation (CDOT) to assist in funding the Pueblo Way- Finding Sign Project — Phase I?
Approval of the Resolution.
BACKGROUND
The City of Pueblo, on behalf of Frontier Pathway and Destination Pueblo, is requesting
approval to submit this grant application to the Colorado Department of Transportation
(CDOT) Enhancement Program to begin Phase I of the Way- Finding Sign Project. Phase I
will consist of installing 10 way- finding signs from 1 -25 along 1 Street, Main Street and Union
Avenue identifying major tourist destinations in the core downtown area (see attached grant
application and map). Subsequent phases will target other tourist destinations throughout
the community.
FINANCIAL IMPACT
The grant application is requesting $40,072 from CDOT Enhancement Grant Program, which
requires $10,018 local matching funds. These funds will be provided for by the following
sources:
$3,990 — City of Pueblo, Public Works Department will provide in -kind labor (engineering,
manufacturing and installation).
$5,000 — Greater Pueblo Chamber of Commence cash match.
$1,028 — Destination Pueblo Members cash match (an organization comprised of local
attraction's formed to encourage tourism in Pueblo).
The City of Pueblo will not be responsible to provide funds towards this project except those
used to perform the in -kind labor by the Public Works Department. If the grant is awarded, all
funds will be secured prior to the City entering into a grant agreement.

Pueblo Way- Finding Sign Project, Phase 1
HISTORIC UNION AVENUE DISTRICT AND BYWAY ENTRANCE
Description of the Project:
The City of Pueblo has worked diligently over the past decades to increase the amount of
tourism within our City. We have funded projects such as the redevelopment of the Historic
Union Avenue District, the Pueblo Convention Center, the Medal of Honor Memorial, the
Historic Arkansas Riverwalk and the reconstruction of El Pueblo History Museum, which
includes the Scenic and Historic Byway Information Center. The City of Pueblo believes
tourism is an important piece of the economic development puzzle and also enhances the
quality of life for our citizens.
Because we value tourism in Pueblo, we are seeking — in conjunction with Frontier
Pathways Scenic & Historic Byway and Destination Pueblo — transportation enhancement
funds to develop the first phase of a city -wide Way- Finding Sign Plan. The proposed plan
enables the City to bolster the efforts of our local tourism industry and attractions because
the way- finding signs will:
• provide a cohesive and easy -to- navigate way for visitors to enjoy our community
• unify attractions with on attractive and consistent look
• guide tourists with a specific destination in mind
• assist visitors searching for destination and travel ideas
• get travelers to occasionally prolong their stay in Pueblo, by pointing out
attractions that the visitor may not have known
• provide a passive itinerary for travelers and assist them in having a more authentic
and memorable vacation
This way- finding signage plan, originally developed by Design Studios West while
planning the Riverwalk, will help the City to better serve tourists and visitors. Traffic
engineers with the City of Pueblo's Bureau of Public Works believe that the signage plan
is necessary. Because Pueblo has gained significant attractions in this historic area over the
past ten years, engineers are concerned about over - signage and sign clutter. Over signing
can create confusion with unfamiliar drivers, which can in turn create safety problems. This
project addresses this problem.
We have selected the Historic Union Avenue District for the first phase of the way -
finding signage program because the area is rich with tourist attractions: Historic Arkansas
Riverwalk of Pueblo, Medal of Honor Memorial, El Pueblo History Museum, Sangre de
Cristo Arts Center, Scenic & Historic Byway Information Center and many more.
With transportation enhancement funding, the City of Pueblo, Frontier Pathways
and Destination Pueblo will be able to purchase and install 10 large, way- finding signs,
plus three Byway signs and a pedestrian kiosk. The City of Pueblo transportation
department is contributing the design of the sign structure, preparation of bid documents,
verifying compliance with Davis -Bacon requirements, manufacture of sign panels,
installation of signs and full maintenance of the signs in perpetuity.
