A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION
FOR THE MINNEQUA LAKE TRAIL PROJECT, PHASE 1 TO THE COLORADO DEPARTMENT
OF TRANSPORTATION ENHANCEMENT PROGRAM, AND AUTHORIZING THE PRESIDENT OF
THE COUNCIL TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the submittal of a grant application for the
Minnequa Lake Trail Project, Phase 1 for the purpose of constructing a 1.1 mile bicycle and
pedestrian trail around a portion of the shoreline of Minnequa Lake following acquisition of the
property; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1
A grant application requesting $300,000 from CDOT to construct a 1.1 -mile bicycle and
pedestrian trail around a portion of Minnequa Lake is hereby approved. If the grant is awarded, up
to $100,000 in cash match from the Minnequa Lake Project ML0401 will be committed as matching
funds towards a total project cost of $400,000 dollars.
SECTION 2
The President of the City Council is hereby authorized to execute and deliver the grant
application for the Minnequa Lake Trail Project, Phase 1 on behalf of the City of Pueblo, a
Municipal Corporation, to the Colorado Department of Transportation (CDOT), and the City Clerk
shall affix the seal of the City thereto and attest same.
SECTION 3
A copy of the grant application is attached hereto and is on file at the City of Pueblo's
Department of Planning.

Should the City Council agree to submit a grant application to the Colorado Department
of Transportation (CDOT) to assist in funding the Minnequa Lake Trail Project, Phase
1?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
A grant application for the Minnequa Lake Trail Project, Phase 1 has been prepared by
the City of Pueblo identifying potential funding in the amount of $300,000 from CDOT
for the first phase of the trail construction at Minnequa Lake following the City's
acquisition of the property. The total cost of the first phase trail construction is
estimated to be $400,000 and includes the construction of 1.1 miles of bicycle and
pedestrian trails around a portion of the shoreline of Minnequa Lake following the
acquisition of the property.
FINANCIAL IMPACT
If the City is awarded the grant from the Transportation Enhancement Program, the total
trail construction project funds will need to be budgeted and appropriated in the
Minnequa Lake Project ML0401 prior to approval of grant agreement with CDOT.
Following construction of trail, the City will be required to maintain the trail during its
useful life.
The Minnequa Lake, Phase 1 trail improvements identified in the Great Outdoors
Colorado large -scale grant are estimated to cost $400,000. The city will be required to
provide $100,000 in matching funds for the project. The following is a breakdown of the
proposed project budget and funding sources:
