A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION
FOR THE ARKANSAS RIVER TRAIL UPGRADE AND SAFETY IMPROVEMENTS PROJECT,
PHASE 3 TO THE COLORADO DEPARTMENT OF TRANSPORTATION ENHANCEMENT
PROGRAM, AND AUTHORIZING THE PRESIDENT OF THE COUNCIL TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the submittal of a grant application for the
Arkansas River Trail Upgrade and Safety Improvements Project, Phase 3 for the purpose of
continuing improvements to the Arkansas River Trail and the trail access at Main Street; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1
A grant application requesting $300,000 dollars from CDOT for continuing bicycle and
pedestrian improvements to the Arkansas River Trail and the trail access at Main Street is hereby
approved. If the grant is awarded, up to $75,000 in cash match from the Arkansas River Legacy
Project AL0202 will be committed as matching funds towards a total project cost of $375,000
dollars.
SECTION 2
The President of the City Council is hereby authorized to execute and deliver the grant
application for the Arkansas River Trail Upgrade and Safety Improvements Project, Phase 3 on
behalf of the City of Pueblo, a Municipal Corporation, to the Colorado Department of
Transportation (CDOT), and the City Clerk shall affix the seal of the City thereto and attest same.
SECTION 3
A copy of the grant application is attached hereto and is on file at the City of Pueblo's
Department of Planning.

Should the City Council agree to submit a grant application to the Colorado Department
of Transportation (CDOT) to assist in funding the Arkansas River Trail Upgrade and
Safety Improvements Project, Phase 3?
Approval of the Resolution.
BACKGROUND
A grant application for the Arkansas River Trail Upgrade and Safety Improvements
Project, Phase 3 has been prepared by the City of Pueblo identifying potential funding in
the amount of $300,000 from CDOT for the third phase of the river trail replacement
project. The total project is estimated to cost $375,000 and includes the reconstruction
of 3,400 feet of the Arkansas River Trail northwest of the railroad crossing that is
located west of Santa Fe Avenue (see attached project map).
The first phase of the project, completed in December 2004, provided for the
reconstruction of the river trail from below City Park to Dutch Clark Stadium. The
second phase of the project, scheduled to be completed March, 2007, will construct
2,300 feet of the Arkansas River Trail southeast of 4 Street, as well as a 20 vehicle
trailhead parking area at Pearl Street and a handicapped access road and parking area
adjacent to the river trail and kayak park. The cost of concrete has increased by over
100% since the Phase 2 project was submitted to CDOT in 2005. Therefore, the
original scope for the Phase 2 project has been reduced and a third phase will complete
the remainder of the trail and access improvements planned as part of the Arkansas
River Legacy Project.
FINANCIAL IMPACT
The City's funds to match the Transportation Enhancement grant have been
appropriated and budgeted the from the Arkansas River Legacy Project AL0202 in the
amount of $75,000. The City will be required to continue to maintain this section of the
river trail system following completion of the trail reconstruction during its useful life.
