A RESOLUTION DECLARING CERTAIN VACANT LOTS SURPLUS TO THE CITY'S NEEDS AND
AUTHORIZING TRANSFER OF SAME PURSUANT TO THE VACANT LOT RECYCLE PROGRAM
FOR NEW HOME CONSTRUCTION
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council hereby finds and determines that the properties described on Attachment
"A" hereto are surplus to the City's need; that said properties should be used to assist in the
creation of affordable housing for low- and moderate - income persons; and that said properties
should be returned to the tax rolls by reuse pursuant to the Vacant Lot Recycle Program
established pursuant to Resolution No. 7521 and revised by Resolution No. 7584 of the City
Council.
SECTION 2.
The President of the City Council is hereby authorized to execute, and the City Clerk to
attest, a deed for each of the properties listed on Attachment "A" hereto to qualified persons in
accordance with the provisions and requirements of the aforesaid Vacant Lot Recycle Program.

ISSUE
The City has acquired certain lots in the Bessemer and Eastside neighborhoods
for the construction of single - family homes for low- to moderate - income families.
The authorizing resolution requires City Council approval to transfer the
properties included on Attachment "A" from the City's inventory to the Vacant Lot
Recycle Program.

BACKGROUND
The Vacant Lot Recycle Program was created through Council Resolution 7521
dated December 12, 1994 and revised through Council Resolution 7584 dated
March 27, 1996. The program was developed to create affordable housing for
the City's low- to moderate - income families using surplus property owned by the
City. The City through the Housing Department exercised its certificate of
purchase on four properties and has completed or will soon complete the quiet
title process. One property, listed by parcel number, was part of the County's
inventory and was transferred to the City for the Vacant Lot Recycle Program.
These lots become part of the Vacant Lot Program and are provided free of
charge to qualifying homebuyer's, as well as to non - profit and for - profit
developers who will make them available to low -to moderate- income individuals.
FINANCIAL IMPACT
At present the City (Dept. of Housing) is responsible for maintaining the lots and
funds have been spent for clearance (weeds, trash removal). Disposition of
these properties would reduce costs of maintenance as well as returning the
properties to the tax rolls.
