HomeMy WebLinkAbout10670RESOLUTION NO. 10670 A RESOLUTION TRANSFERING AND REPROGRAMMING UNENCUMBERED FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FROM PRIOR YEAR PROJECTS TO CD0624 – GRAFFITI REMOVAL PROGRAM WHEREAS, the City of Pueblo is designated as an entitlement city under the Housing and Community Development Act of 1974, and has received in prior years Community Development Block Grant funds; and WHEREAS, the City of Pueblo annually reviews all CDBG projects for completion and unencumbered funds and conducts public hearings to obtain the views of citizens, non - profit and neighborhood groups on the City's housing and community needs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City held a public hearing on March 13, 2006 to receive comments on the reprogramming of funds from CD0520 ($13,000) and CD0521 ($2,000) at which no comments were received. The funds are to be transferred to a new project, CD0624 – Graffiti Removal Program. SECTION 2. The City hereby transfers and reprograms $15,000 in unencumbered Community Development Block Grant funds for graffiti removal. RECOMMENDATION Approval of the Resolution BACKGROUND The Department has closed two 2005 CDBG projects that were unable to proceed. Project CD0520 was a $13,000 grant to Concerned Parents. The Agency's closure prohibited them from providing the public service under which they were awarded the funding. Project CD0521 was a $2000 grant to the Hyde Park Neighborhood Association, which was also unable to provide the required public service activity. The resulting unencumbered amount is $15,000. It is the recommendation of staff that the funds be transferred and reprogrammed for additional graffiti removal. The funds are to provide for salary and supplies for the operation of the soda blasting machine. The services provided must be an increase to the prior year's delivery of services. The Department of Housing and Citizen Services held a public hearing on March 13, 2006, to receive comments on this proposed change. There was no one in attendance from the general public. Attachment A contains the minutes of the meeting. FINANCIAL IMPACT The amount of excess CDBG funds to be reprogrammed is $15,000. The funds are to be transferred to CDBG project CD0624. The funds are available from unencumbered balances in fund 250 - 9540 - 600- 80 -50, in project CD0520 ($13,000), CD0521 ($2,000).
