ONE, PROJECT NO. 05 -092 BY $630,000, AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,312,110 TO T.L. PRINTZ CONSTRUCTORS AND SETTING FORTH $242,890 FOR CONTINGENCIES AND ADDITIONAL WORK INCLUDING LANDSCAPING, FOR SAID PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, the City Council by Resolution No. 10356 determined that the development of a portion of the Pueblo Memorial Airport for use by companies employing full -time employees and conducting aeronautical business and activities at the Pueblo Memorial Airport ( "Project') meets and complies with criteria and standards established by Ordinance No. 6381 and will create employment opportunities justifying the expenditure of public funds; and WHEREAS, Resolution No. 10356 approved as part of the Project the expenditure of $1 million for the construction of a 15,000 square foot shell hangar building, parking area, utilities, engineering and architectural services, and related infrastructures on one (1) building site, and proposals for the PROJECT have been received and examined, and; WHEREAS, in order to accommodate larger aircraft, the size of the shell hangar building has been increased from 15,000 to 22,500 square feet, and WHEREAS, proposals for the construction of the 22,500 square foot shell hangar building (Pueblo Memorial Airport Shell Hangar No. One 05 -092) have been received and examined, and WHEREAS, the proposal of T.L. PRINTZ CONSTRUCTORS of Pueblo, Colorado, for $1,312,110 was the lowest of those bids determined to be responsible, and WHEREAS, additional funds in the amount of $630,000 are required to be transferred and made available for the construction of the shell hangar building. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 Additional funds in the amount of $630,000 are hereby authorized to be transferred from the 1992 — 2006 Sales and Use Tax Capital Improvement Projects Fund to Project Code ED 0402 for the Pueblo Memorial Airport Commercial Shell Hangar No. One, Project No. 05 — 092. SECTION 2. A contract for the PROJECT NO. 05 -092 (ED0402) FY2005 PUEBLO MEMORIAL AIRPORT COMMERCIAL SHELL HANGAR NO. ONE PROJECT be, and the same is hereby awarded to said bidder in the amount of $1,312,110. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work, including landscaping. PRINTZ CONSTRUCTORS AND SETTING FORTH $242,890 FOR CONTINGENCIES AND ADDITIONAL WORK INCLUDING LANDSCAPING, FOR SAID PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME ISSUE Should City Council increase Project Code ED0402, FY2005 Pueblo Memorial Airport Commercial Shell Hangar No. One, Project No. 05 -092 by $630,000 and award a construction contract for said project to T.L. PRINTZ CONSTRUCTORS for $1,312,110. Approval of this Ordinance. BACKGROUND This project will provide for the construction of a shell hangar with attached shell office facility at the newly constructed Commercial Hangar Complex, Phase I within Parcel "H" at the Pueblo Memorial Airport. During the design phase, the size of the hangar structure was increased from 100 feet wide to 150 feet wide to accommodate larger aircraft for added flexibility to market the property to prospective businesses. FINANCIAL IMPACT This project has already been approved and funds transferred by Resolution No. 10356 in the amount of $1,000,000. Based on the bids received, an additional $630,000 is necessary to complete the project. The structure interior will be completed when a lease is executed. It is understood that additional funding will be necessary to complete the interior finish (hangar and office), including the fire suppression system. The additional amount to complete the structure is unknown at this time; however, the cost of the fire suppression system is anticipated to be on the order of $300,000. Attached is a bid summary showing the result of competitive bids on this project. Note that Add Alternate Nos. One (Concrete Tilt -up panels) and Three (Electrical) are to be included with the contract award.
