HomeMy WebLinkAbout10656RESOLUTION NO. 10656 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO THE COLORADO DIVISION OF WILDLIFE FOR FUNDING FROM THE FISHING IS FUN PROGRAM TO CONSTRUCT FISHING IMPROVEMENTS AT THE MINNEQUA LAKE PARK AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo supports the Minnequa Lake Park and Open Space project and has received a $2.3 million dollar grant from Great Outdoors Colorado and grants from the Colorado Department of Local Affairs totaling $650,000 to assist in funding the acquisition and improvements at Minnequa Lake; and WHEREAS, the City of Pueblo agrees to submit a grant application to the Colorado Division of Wildlife for funding from the Fishing Is Fun Program to assist in funding the fishing improvements at Minnequa Lake. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 The grant application is requesting $100,000 from the Colorado Division of Wildlife for funding from the Fishing Is Fun Program to construct fishing improvements at Minnequa Lake, a copy of which is attached hereto, is hereby approved. SECTION 2 The President of the City Council is hereby authorized to execute and deliver the grant application in the name of an on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. RECOMMENDATION Approval of the Resolution. BACKGROUND The City's Planning Department is requesting City Council to apply for a $100,000 grant from the Colorado Division of Wildlife to assist in funding the construction of fish habitat and access improvements at Minnequa Lake. The funds will be used to dredge and grade existing shorelines to improve fish habitat and fishermen access (see application and site plan). FINANCIAL IMPACT The $100,000 in Fishing Is Fun program funds will be used as a portion of the matching funds for the first phase of the Minnequa Lake Park, Open Space and Stormwater and Water Quality Improvements estimated to cost $5.4 million. The project includes the acquisition of the Minnequa Lake property and water rights, construction of stormwater and water quality forebays, wetland ponds and shoreline modifications for flood control. In addition the first phase project includes access roads, parking, park shelter /restroom, basketball courts, habitat and open grass area improvements. The breakdown of the first phase revenues and projected expenditures is included as Attachment 1. The portion of the overall Minnequa Lake Project included in the Fishing Is Fun program grant totals $275,000 and funding is provided from the following revenue sources: Great Outdoors Colorado $ 100,000 (out of $2.3 million grant) City of Pueblo $ 75,000 (Stormwater Utility funds) Fishing Is Fun $ 100.000 (estimated award amount) TOTAL $ 275,000 The Fishing Is Fun funds will be used for the dredging and grading existing shorelines and improving fishermen access along approximately one mile of the shoreline of Minnequa Lake. An additional $25,000 in Stormwater Utility Funds will be included in the project separate from the grant budget to cover any costs for environmental cleanup, if required during the Minnequa Lake dredging and shoreline grading associated with the stormwater components of the project. The City will appropriate and budget the funds for the overall $5.4 million project prior to the approval of the grant agreements with Great Outdoors Colorado ($2.3 million), the Department of Local Affairs ($650,000) and the any other funding sources. The portion of the $5.4 million in project income that is not secured prior to approval of the Minnequa Lake capital project will need to be funded with general fund reserves until the balance of the project funds are secured. If the remaining project funds are not secured, City Council can elect to pay for the remaining project costs with general fund reserves. The project will benefit 3,400 linear feet (2/3 of a mile) of the shoreline of the lake. Type of Access: access points to shoreline of lake, deepen lake along 3,400 linear feet of shoreline to improve fish habitat and provide a better opportunity for anglers to catch fish from the shoreline of the lake. Amount of federal aid requested: $100,000 Amount of match: Cash= $175,000 In -kind = $ -0- TOT:=$275:,000 Name: Minnequa Lake Fishery Improvement — Phase 1 Purpose and Need: The Minnequa Lake project is proposed to improve a primarily warm water fishery, with seasonal cold water. The project includes dredging and grading 3,400 linear feet of shoreline at specific locations around the lake to increase the average depth of the lake area along the shorelines to 5' feet. The deepening of the lake will reduce the temperature of the water during the middle of the summer to improve the quality of the fishery. The project will also reduce the amount of shallow sloping shorelines that currently inhibit the ability to cast from the shoreline into areas where fish congregate. There are 15,000 residents of the city who live within one mile of Minnequa Lake. Minnequa Lake is the largest lake (150 acres) within the city limits of Pueblo and is two miles from the closest fishing facility (Runyon Lake). Many children and young adults who live west of Interstate 25 are not able to access Runyon Lake due to its location east of the highway. The Minnequa Lake project provides a unique opportunity for the City of Pueblo to integrate recreational fishing into an open space, park, and regional water quality and stormwater detention facility. The result of the project will be to create a new urban fishing facility that will provide a primarily warm water fishing experience to an area on the south side of Pueblo. Objective(s): 1. By December 31, 2007, dredge and grade 3,400 linear feet of shoreline, 220' away from the edge of the lake to an average depth of 8' feet along selected sections of the Minnequa Lake shoreline. Approach (Work Plan): Dredging: Either use slurry, dragline, or track excavator methods to remove material from shallow shorelines and stockpile material on city property identified for park improvements directly south of the lake. Shoreline Grading: Use track excavator methods to reshape and excavate shorelines during winter low water reservoir levels. Expected Results & Benefits: The dredging and shoreline grading will increase the slope of the shorelines in selected locations to create deeper pools for fish. The project will enhance 3,400' of existing shorelines for an average distance of 220' away from the shoreline to an average depth of 5 feet. The deep pools will provide cooler temperatures for fish, and establish pools closer to the shoreline that will allow anglers to cast into areas within the lake that are more likely to attract fish. The improvements will help establish a new fishing lake within the Pueblo region that currently does not have a fishing facility within two miles. The project will be completed in conjunction with a GOCO large -scale grant for the acquisition of the lake and habitat improvements, as well as Energy and Mineral Impact Funds that will pay for the construction of a parking area, access road, and access trails to the shorelines.
