A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL
CORPORATION, AND MATRIX CONSULTING GROUP, FOR THE FIRE STATION LOCATION
STUDY– PROJECT NO. 05 -093, IN THE AMOUNT OF $42,500, AND SETTING FORTH $4,250 FOR
CONTINGENCIES, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
WHEREAS, proposals were received for the Fire Station Location Study – Project No. 05 -093
and have been examined; and
WHEREAS, the proposal from Matrix Consulting Group, of Irving, Texas, was determined to
be acceptable for the project.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. COLORADO. that:
SECTION 1.
The Matrix Consulting Group is hereby accepted and approved as the consultants to prepare
the Fire Station Location Study – Project No. 05 -093.
SECTION 2.
An Agreement dated February 13, 2006, a copy of which is attached hereto and made a part
hereof, after having been approved as to form by the City Attorney, by and between Pueblo, a
Municipal Corporation, and Matrix Consulting Group, is hereby approved.
SECTION 3.
Funds in the amount of $42,500 for this project and setting forth $4,250 in contingency funds
will be provided from Fire Department's budget.
SECTION 4.
The President of the City Council is hereby authorized to execute the said Agreement on
behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto
and attest the same.

Should City Council approve an Agreement for Professional Services with Matrix
Consulting Group for the completion of the Fire Station Location Study - Project No. 05-
093?
RECOMMENDATION
Approval of Resolution
BACKGROUND
In analyzing the need for additional fire stations in the community, the City has solicited
Request for Proposals (RFP) to complete a Fire Station Location Study. The study will
assist the Council in determining the best location(s) to build additional fire stations. On
December 23, 2005, the City received five (5) proposals from reputable companies vying
to develop the study. On January 3, 2006, the selection committee, which was made up of
Dave Galli, Greg Miller, Dan Centa, Jim Munch and Steven Meier, reviewed the proposals.
On January 10, 2006, the Committee interviewed the two top firms, who were - Matrix
Consulting Group and Citygate Associates, both from California. After the interviews
conducted and their references were checked, the Committee selected the Matrix
Consulting Group to complete the study.
FINANCIAL IMPACT
The funds in the amount of $42,500 and the contingency of $4,250 will be paid from the
Fire Department's budget.
AGREEMENT FOR PROFESSIONAL SERVICES
THIS AGREEMENT made and entered this W" day of 4e 1 " r + +y 20 06by and between the City
of Pueblo, a Municipal Corporation (hereinafter " Owner � and Matrix Consulting Group, a firm, (hereinafter
"Consultant ") for Consultant to render certain professional services for the Owner in connection with the design
and construction of the Fire Station Location Study for the City of Pueblo, hereinafter referred to as the
"Project ". The Project is further defined in Appendix A. In consideration of the mutual covenants hereinafter set
forth, the parties agree as follows:
SECTION 1, GENERAL
1.1 Consultant shall satisfactorily perform professional planning and design services for all phases of
Project indicated below by mark placed in the appropriate box or boxes:
[X] - Study and Report Phase
[ ] - Preliminary Design (Schematic) Phase
[ ] - Final Design Phase
[ ] Construction Documentation and Bidding Phase
[ ] Construction Phase
Upon completion of any phase, Consultant shall not proceed with work on the next phase, if any,
until authorized in writing by Owner to proceed therewith.
Such services shall include all usual and customary professional planning, design, engineering
(through designated subcontractors), consultation and advice necessary to perform and complete
the Scope of Services (the "Work' as defined in Appendix A. For the purposes of this Project,
the professional disciplines required for the Work shall include consultants specializing in the
analysis of fire and rescue service delivery.
1.2 In performing the professional services, Consultant shall complete the work items described
generally in Appendix A - Scope of Services and the items identified in Section 2 of this
Agreement which are applicable to each phase for which Consultant is to render professional
services.
1.3 Professional services (whether furnished directly or through a professional consultant subcontract)
shall be performed under the direction and supervision of a registered Professional Engineer in
good standing and duly licensed to practice in the State of Colorado. Reproductions of final
drawings for construction produced under this Agreement shall be the same as at least one record
set which shall be furnished to Owner and which shall be signed by and bear the seal of such
registered Professional Engineer.
1.4 Surveying work included within or reasonably contemplated by this Agreement shall be performed
under the direction and supervision of a registered Professional Land Surveyor in good standing
and duly licensed to practice in the State of Colorado. All plats and surveys produced under this
Agreement shall be signed by and bear the seal of said Professional Land Surveyor.
1.5 Architectural services shall be performed under the direction and supervision of an architect duly
licensed and authorized by law to conduct a practice of architecture in the state of Colorado.
