A RESOLUTION APPROVING A FINANCIAL ASSISTANCE AWARD AGREEMENT BETWEEN THE
CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND THE U.S. DEPARTMENT OF COMMERCE,
ECONOMIC DEVELOPMENT ADMINISTRATION RELATING TO THE HISTORIC ARKANSAS
RIVERWALK OF PUEBLO – PHASE III A -1 AND AUTHORIZING THE PRESIDENT OF THE
COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo approved the submittal of a $1,000,000 federal assistance to
the grant application to the U.S. Department Of Commerce, Economic Development Administration
(EDA) for the HARP Phase III A -1 project, Resolution No. 10586; and
WHEREAS, the City of Pueblo has received approval for the funds from EDA, subject to the
execution of an agreement.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that:
SECTION 1.
The Financial Assistance Award Agreement between the City of Pueblo, a Municipal
Corporation, and the U.S. Department Of Commerce, EDA for the HARP Phase III A -1 construction, a
copy of which is attached hereto having been approved as to form by the City Attorney, is hereby
approved.
SECTION 2.
The President of the City Council is hereby authorized to execute and deliver the agreement
on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the
City thereto and attest same.

ISSUE
Should the City Council approve the financial assistance award agreement with the U.S.
Department of Commerce, Economic Development Administration (EDA), to fund a
portion of the construction of Phase III A -1 of the Historic Arkansas Riverwalk of Pueblo
(HARP)?
RECOMMENDATION
Approve the Resolution.
BACKGROUND
On February 1, 2005 the HARP Foundation submitted a preapplication to the Denver
Regional Office of the Economic Development Administration to assist in the funding of
Phase III A -1 of the HARP Gateway Park extension to the Convention Center. On
November 30, 2005 the City, as the owner of the HARP project, and the Foundation
were invited to submit a joint application to fund a portion of Phase III A -1 in the amount
of $1,000,000. On December 12, 2005, per Resolution No. 10586, City Council
approved the submittal of the application to EDA.
Phase III, the Gateway Park extension of the HARP project to the Convention Center, is
estimated to cost $7.3 million. The EDA portion of Phase III A -1, when matched with
other committed funds (see below), will allow the construction of a portion of Phase III
A -1 including preparation of the construction drawings; subsurface infrastructure and
utility improvements; channel extension and attached walkway and landscaping. The
estimated budget for this work, including contingency, is $3,080,568.
Prior to construction under this EDA project, the City will relocated the Court's operation
at an estimated cost of $150,000 and demolish the existing Court's building. The
demolishing will be funded by the HARP Foundation.
