HomeMy WebLinkAbout10643RESOLUTION NO. 10643 A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION FOR A COLORADO DEPARTMENT OF TRANSPORTATION SAFE ROUTES TO SCHOOL GRANT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, goals of the City Council include improving the condition and quality of city streets; and creating strong partnerships with other units of local government, including the school district; and WHEREAS, the Colorado Department of Transportation is currently soliciting proposals for City - School District jointly sponsored projects encouraging children to walk or bicycle to school and improving the safety of pedestrian routes to school; NOW. THEREFORE. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that: The City council hereby approves the submittal of a grant application to the Colorado Department of Transportation for a Pueblo Safe Routes to School Grant. The grant will fund street improvements in the vicinity of Heaton Middle School, along with an educational program on walking and bicycling to school to be delivered to Heaton Middle School students. The President of City Council is hereby authorized to execute the grant application in the name of the City. ISSUE Should the City Council approve the submittal of a 2006 -07 application for a Colorado Department of Transportation Safe Routes to School Grant? RECOMMENDATION Approval of this Resolution. BACKGROUND The grant request is to stripe crosswalks and bike lanes, establish bike routes, construct sidewalks and curb ramps, post signage and carry out an educational program on the benefits of walking and bicycling to school for students at Heaton Middle School. The City of Pueblo is the applicant, with the grant to be administered through the City's Department of Planning, with collaboration from the city transportation department, School District 60's safety officer and staff of Heaton Middle School. The grant request amount is $83,008.25 with no cash match, and an in -kind match of $9,528 for a total project amount of $90,684.25. The principal benefits to the public of this project are to enable and encourage children to walk and bicycle to school; as well as to improve safety, and reduce traffic, fuel consumption, and air pollution in the vicinity of Heaton Middle School. The Belmont neighborhood was chosen because of its physical barriers to pedestrian connectivity, coupled with the strong enthusiasm expressed by Heaton Middle School administration and staff for the project. The grant requires a strong partnership between the municipality and the school district, and school staff will carry out the required educational component of the project under a delegation agreement from the City. FINANCIAL IMPACT No cash match is required for the grant. In -kind goods and services include staff time for planning, sign manufacture, engineering and administration; and sign materials, totaling $9,528. Maintenance of striping and signage will also be required. District 60 in -kind contributions include materials and construction of a secure bike rack facility, conduct of the educational program, and program evaluation, totaling $2,600.
