HomeMy WebLinkAbout10625RESOLUTION NO. 10625 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO APPLY FOR A 2006/2007 COLORADO DEPARTMENT OF REVENUE, LIQUOR ENFORCEMENT DIVISION, ENFORCING UNDERAGE DRINKING LAWS (EUDL) GRANT WHEREAS, the City of Pueblo Police Department is requesting that the City of Pueblo submit an application to the Colorado Department of Revenue, Liquor Enforcement Division, for 2006/2007 EUDL funding which will allow for increased enforcement and education involving underage drinkers; and WHEREAS, the requested term of the grant covers the period of April 1, 2006 through April 30, 2007; and WHEREAS, the undertaking of this project is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. The grant application, a copy of which is attached hereto, is hereby approved and authorizied for submittal to the Colorado Department of Revenue. SECTION 2. This resolution shall become effective upon its passage. FI " A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO APPLY FOR A 2006/2007 COLORADO DEPARTMENT OF REVENUE, LIQUOR ENFORCEMENT DIVISION, ENFORCING UNDERAGE DRINKING LAWS (EUDL) GRANT ISSUE Should the City of Pueblo be allowed to submit a Colorado Department of Revenue EUDL Grant in the amount of $17,712.50? The Police Department recommends approval to assist in enforcement efforts. This grant application, if approved, will allow the Police Department to increase its efforts in underage drinking enforcement from April 1, 2006 through April 30, 2007. Community awareness efforts will continue through continued collaboration with the Pueblo DriveSmart coalition, Crossroads Managed Care and the Colorado State University of Pueblo. We anticipate that a continued enforcement presence will be needed to have a long lasting impact on these problems, and EUDL funding will allow the dedication of full time officers to enforce underage drinking laws in the City of Pueblo. FINANCIAL IMPACT There is no financial impact to the Police Department or the City of Pueblo. This grant will cover the cost of the officers involved in enforcement and does not require a matching amount from the department. COLORADO LIQUOR ENFORCEMENT DIVISION 2005 ENFORCING UNDERAGE DRINKING LAWS (EUDL) GRANT LIQUOR AWARENESS TRAINING AND ENFORCEMENT EUDL GRANT APPLICATION SECTION I - APPLICANT INFORMATION PROJECT TITLE: I Liquor Awareness, Training and Enforcement Program APPLICANT AGENCY: I City OF Pueblo Address 1130 Central Main St. City, ZIP Pueblo, CO. 81003 PROJECT DESCRIPTION: The Pueblo Police Department will utilize EUDL grant funding to enhance its current efforts to combat underage drinking in Pueblo Colorado. The funds will be utilized to pay officers overtime as an additional duty to specifically conduct liquor compliance checks at local retail sales outlets and at liquor establishments that serve the public. Officers will also search out and enforce the liquor laws at parties and around specific events that promote underage drinking. The Pueblo Police Department's focus will be on enforcing the underage drinking laws in regards to use by the college students of our local university. The Pueblo Police Department will work closely with the Colorado State University and the Pueblo County Sheriffs Office in a collaborative effort in which through their educational efforts and the Police and Sheriffs Department's enforcement efforts we will strive to make an impact on the underage - drinking problem in Pueblo. PURPOSE AREA: I zi tworcement I PROJECT ELIGIBILITY: The primary applicant must be a local or campus law enforcement agency. The law enforcement agency must also attach an application from a nearby college or university that has resident living areas on or near the campus, and that will cooperate and coordinate alcohol training and activities with the law enforcement agency. These applications shall document the activities and programs to be provided individually and jointly between the law enforcement agency and the college or university. The training portion of the program will be provided without additional charge by the TIPS organization, which will coordinate with each grantee to establish training for students. PROBLEM STATEMENT In July 2004 there was a tragic accident in Pueblo, which took the lives of three young people and seriously injured another. This tragedy was the catalyst for forming a coalition to combat underage drinking through education and enforcement. This coalition involved representatives from local law enforcement, treatment services, educational facilities, Court system, media representatives, and various other groups and concerned citizens. A 2003 survey of nearly 2000 high school students provided the following information. 76% reported having used alcohol in the past, 55% had used alcohol in the past thirty days. 38% reported that they drank heavily when at parties and would binge drink. These statistics are very disturbing because these students that took this survey in 2003 are our current and future college students. Pueblo has a very high number of retail outlets that sell either 3.2% beer or provide the full range of alcoholic products. The Pueblo Police Department maintains a proactive DUI enforcement attitude and the following are the statistics for the last three years. 2003, 1067 DUI drivers arrested, 3% were 17 and under and 11 % were 18 -20 years old. 2004, 950 DUI drivers arrested 5% were 17 and under and 11 % were 18 to 20 years old. 2005, 800 DUI drivers were arrested, 2% were 17 and under, 11 % were 18 to 20 years old. These statistics along with the school survey show a strong indication of the breadth of the underage drinking problem in Pueblo. 2. GOAL 1: Conduct compliance checks at liquor establishments to OUTCOME & TIME FRAME establish a baseline and then measure the impact of enforcement and training. OBJECTIVE 1.1: Conduct 6 compliance checks in an effort to reduce the May 1, 2006 to March 30, amount of liquor establishments that are not in compliance with current laws 2007 and regulations regarding the sale of alcohol. OBJECTIVE 1.2: Conduct 2 days of liquor compliance checks with a strong April 1, 2006 to April 31, emphasis on liquor establishments that are reported to have served the 2006 underage to establish a baseline of non-compliance. OBJECTIVE 1.3: Conduct 2 days of liquor compliance checks with a strong Post -base compliance rate emphasis on liquor establishments that are reported to have served the April 1, 2007 to April 31, underage to establish impact of training and enforcement. 2007 Goal 1 Narrative: The Pueblo Police Department will conduct compliance checks to establish a baseline for non - compliance. We will then conduct 6 periodic compliance checks in conjunction with predetermined activities at CSU Pueblo in order to deter the illegal sale of alcohol to college students. GOAL 2 To actively enforce the underage drinking laws in the City of OUTCOME & TIME FRAME Pueblo. OBJECTIVE 2.1: The Pueblo Police Department will conduct selective EUDL enforcement April 1, enforcement targeting the underage drinkers and underage drinking parties. 2006 to march 30, 2007 OBJECTIVE 2.2: Conduct selective enforcement targeting the underage Post base compliance April drinkers and underage drinking parties to establish a post base compliance 1, 2007 to April 30, 2007 rate. We will then conduct periodic selective enforcement in conjunction with special events involving college students that would promote underage drinking. GOAL 3 We will utilize other funding and in -kind donations to actively OUTCOME & TIME FRAME pursue the underage drinking driver, and continue the current media p rogram to educate the public regarding underage drinking. OBJECTIVE 3.3: Goal 3 Narrative: The Pueblo Police Department is currently an active voice in the community educating the public on the laws regarding underage drinking and the impact that it has on the underage person and the community. We will continue our agenda in this area through different media outlets; the School resource program and other educational and treatment organizations such as Crossroads managed care. 3. College or University'Training and Awareness activities Describe how your enforcement activities will coordinate with TIPS training and alcohol awareness activities. Attach completed co- application from the college or university to this application We will coordinate our efforts with CSU Pueblo and maintain a close working relationship with their lead person that is coordinating the TIPS program. This will ensure that our enforcement efforts will coincide with the training they are conducting and any special event or activities that they have that will promote either illegal use of alcohol by an underage person.
