RESOLUTION NO. 10586 A RESOLUTION AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE AND DELIVER AN APPLICATION TO THE U.S. DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION (EDA), TO FUND THE CONSTRUCTION OF PHASE III A -1 OF THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO (HARP) BE IT RESOLVED BY THE CITY COUNCIL PUEBLO, that: The President of the City Council is hereby authorized to execute and deliver an application for federal assistance to the U.S. Department of Commerce, Economic Development Administration (EDA), in the amount of $1,000,000 to fund the construction of a portion of the Historic Arkansas Riverwalk Project (HARP) Phase III A -1. RECOMMENDATION Approve the Resolution. BACKGROUND On February 1, 2005 the HARP Foundation submitted a preapplication to the Denver Regional Office of the Economic Development Administration to assist in the funding of Phase III A -1 of the HARP Gateway Park extension to the Convention Center. On November 30, 2005 the City, as the owner of the HARP project, and the Foundation were invited to submit a joint application to fund a portion of Phase III A -1 in the amount Of $1,000,000. Phase III, the Gateway Park extension of the HARP project to the Convention Center, is estimated to cost $7.3 million. The total cost of Phase 111 A -1 is estimated to be $4.0 million including the cost of the preparation of the construction drawings, Veterans Bridge, parking, and other in -kind work to be performed by the Board of Water Works and others. The EDA grant, when matched with other committed funds (please see attached financial summary), will allow the construction of a portion of Phase 111 A -1 including preparation of the construction drawings; relocation of the Municipal Court; demolition and site preparation; subsurface infrastructure and utility improvements; channel extension and attached walkway and landscaping. The estimated budget for this work including contingency is $3,350,568. The successful award of this grant and the relocation of the Municipal Court will allow the City to begin the construction of the EDA improvements in 2006. The City has budgeted $150,000 in 2006 for the relocation of the Court. One possible relocation site in the former Schuster Building recently acquired by the Urban Renewal Authority. FINANCIAL IMPACT The financial summary for Phase III Gateway Park is attached and the sources of funds for the EDA application are highlighted.
