A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,349,930
AND SETTING FORTH $22,000 FOR CONTINGENCIES TO SEMA CONSTRUCTION FOR THE
RUNWAY /TAXIWAY LINE OF SIGHT GRADING PROJECT AT THE PUEBLO MEMORIAL
AIRPORT UNDER FEDERAL AIP PROJECT NO. 3 -08- 0046 -23 AND 3 -08- 0046 -25 AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME
WHEREAS, proposals for the runway /taxiway line of sight grading project at Pueblo
Memorial Airport have been received and examined; and
WHEREAS, the combined proposal of the Base Bid and Additive Bid No. 1 by SEMA
Construction was the lowest and best of those bids determined to be responsible; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for the Pueblo Memorial Airport Runway /Taxiway Line of Sight Grading Project is
hereby awarded to said bidder in the amount of $2,349,930.
SECTION 2.
In addition to the amount of the bid, an additional amount as stipulated in this section is
hereby established for contingencies and additional work:
Contingencies and Additional Work: $22,000
SECTION 3.
Funds for said project shall be expended from Project No. APO402 and AP0502.
SECTION 4.
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of
Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest
the same.

PURCHASING AGENT TO EXECUTE SAME
ISSUE
Should City Council award a construction contract for the runway /taxiway line of sight
grading project at the Pueblo Memorial Airport.
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The FAA has determined that the line of sight between the runways is a safety issue,
therefore the project will consist of the excavation and grading of the infield areas. The
project was placed out to bid for a base bid and two additive bids. The FAA has
determined that the base bid and additive bid no. 1 will be awarded. Six bids were
received on this project with SEMA Construction being the lowest and best bidder of the
combination of the base bid and additive bid no. 1. The project is funded under two
federal grants and a state grant has been accepted that will pay for half of the City's
matching funds.
FINANCIAL IMPACT
Two FAA grants will fund this project: AIP Grant 3 -08- 0046 -23 (City Project #APO402)
contains $934,380 that has been set aside for this project and Alp Grant 3- 08- 0046 -25
(City Project #AP0502) is for $1,606,873. The FAA also plans to increase AIP Grant 3-
08- 0046 -25 in January 2006 with an amendment for $150,000. The total FAA funding
for the project is $2,691,253, which is 95% of the project costs. The City's match will be
$141,644; however, a State grant will fund half of this match at $70,822 leaving the cost
to the City for the project at $70,822.
This construction contract is for $2,349,930. The FAA will fund 95% of the contract or
$2,232,433 and the City and State will be responsible for $58,748.50 each.
Contingencies in the amount of $22,000 will be subject to FAA approval. Funds for this
contract shall be paid from Project APO402 and Project AP0502.
