A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION
TO THE DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT FOR FUNDING FROM THE
NONPOINT SOURCE PROGRAM TO CONSTRUCT STORMWATER AND WATER QUALITY
IMPROVEMENTS AT THE MINNEQUA LAKE PARK AND AUTHORIZING THE PRESIDENT OF
CITY COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo supports the Minnequa Lake Park and Open Space project
and has received a $2.3 million dollar grant from Great Outdoors Colorado and grants from the
Colorado Department of Local Affairs totaling $650,000 to assist in funding the acquisition and
improvements at Minnequa Lake; and
WHEREAS, the City of Pueblo agrees to submit a grant application to the Department of
Public Health and Environment for funding from the Nonpoint Source Program to assist in funding
the construction the project.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The grant application is requesting $150,000 from the Department of Public Health and
Environment for funding from the Nonpoint Source Program to construct stormwater and water
quality improvements at Minnequa Lake, a copy of which is attached hereto, is hereby approved.
SECTION 2.
The President of the City Council is hereby authorized to execute and deliver the grant application
in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk
shall affix the seal of the City thereto and attest same.

Should the City Council agree to submit a Grant Application to the Department of Public
Health and Environment for funding from Nonpoint Source Program to fund construct
stormwater and water quality improvements at Minnequa Lake and authorize the
President of Council to execute same?
Approval of the Resolution.
The City's Planning Department is requesting City Council to apply for a $150,000 grant
from the Nonpoint Source Program to assist in funding the construction of stormwater
and water quality improvements at Minnequa Lake. The stormwater and water quality
improvements will include an estimated number of the following improvements: three
forebay channels, four wetland ponds, three forebay cleanouts, three forebay access
roads, and wetland vegetation within the forebay and wetland ponds (see application
and site plan).
FINANCIAL IMPACT
The $150,000 in Nonpoint Source program funds will be used as a portion of the
matching funds for the first phase of the Minnequa Lake Park, Open Space and
Stormwater and Water Quality Improvements estimated to cost $5.4 million. The
project includes the acquisition of the Minnequa Lake property and water rights,
construction of stormwater and water quality forebays, wetland ponds and shoreline
modifications for flood control. In addition the first phase project includes access roads,
parking, park shelter /restroom, basketball courts, habitat and open grass area
improvements. The breakdown of the first phase revenues and projected expenditures
is included as Attachment 1.
The portion of the overall Minnequa Lake Project included in the Nonpoint Source
program grant totals $500,000 and funding is provided from the following revenue
sources:
Great Outdoors Colorado $ 250,000 (out of $2.3 million grant)
City of Pueblo $ 100,000 ( Stormwater Utility funds)
Dept of Public Health & Env $ 150.000 (estimated award amount)
TOTAL $ 500,000
The Nonpoint Source funds will be used for the following improvements that are a
portion of the overall Minnequa Lake project:
Construction of 3 Forebays including
cleanout pads and access roads $ 127,000
Construction of 4 Water Quality Ponds $ 213,000
Wetland revegetation of the forebays
and wetland ponds $ 160,000
TOTAL $ 500,000
The City will appropriate and budget the funds for the overall $5.4 million project prior to
the approval of the grant agreements with Great Outdoors Colorado ($2.3 million), the
Department of Local Affairs ($650,000) and the any other funding sources. The portion
of the $5.4 million in project income that is not secured prior to approval of the
Minnequa Lake capital project will need to be funded with general fund reserves until
the balance of the project funds are secured. If the remaining project funds are not
secured, City Council can elect to pay for the remaining project costs with general fund
reserves.

GOALS:
The goal of the Minnequa Lake Stormwater Quality Project is to protect the health and water quality of Lake Minnequa
through implementing Best Management Practices (BMPs). These BMPs will reduce metals, nitrates, oil and grease,
sedimentation/siltation, suspended solids, toxics, trash, and debris, and turbidity. Lake Minnequa receives runoff from a
large watershed that is projected to undergo extensive development in the near term. Addressing stormwater quality is of
particular importance in this area to preserve and enhance the resource value of the lake, while providing an economical
flood control, open space, and environmental education project.
PROJECT DESCRIPTION
Minnequa Lake is a 240 -acre lake constructed in 1872 that is being planned for a BMP project that will be a major regional
stormwater and water quality facility capable of handling up to 22% of the City's stormwater detention requirements. The
project is a multi -use endeavor combining atom mater detention, a three -step water quality treatment program, enhancing
wildlife habitat, and providing a significant urban open space and recreation area for Pueblo community. The project
includes three stommvater channels that will be constructed with concrete forebays to intercept trash and debris prior to
the stormwater entering four wetland treatment ponds. From the forebay channels, the water will pass through a series of
wetland ponds and then into the main lake. The lake is being designed to maintain a permanent pool of water, but also be
capable of handling stormwater detention for major storm events including a 100- year plus storm through a series of
inlets that will direct into the forebays. The project also includes the establishment of wetland vegetation.
