HomeMy WebLinkAbout10543RESOLUTION NO. 10543 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION FOR THE ARKANSAS RIVER TRAIL PROJECT TO THE COLORADO STATE PARKS TRAILS PROGRAM, AND AUTHORIZING THE PRESIDENT OF THE COUNCIL TO EXECUTE SAME WHEREAS, City Council supports and authorizes the submittal of a grant application for the Arkansas River Trail Project for the purpose of reconstructing the Arkansas River Trail between 4th Street and Santa Fe Avenue and constructing a handicapped accessible trailhead from Pearl Street to the Arkansas River Trail; and BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 The grant application requesting $150,000 dollars from Colorado State Parks Trails Program for the reconstruction of the Arkansas River Trail between 4th Street and Santa Fe Avenue and a handicapped accessible trailhead from Pearl Street to the Arkansas River Trail is hereby approved. If the grant is awarded, the City will appropriate and budget the funds for the overall project in the estimated amount of $664,100 dollars prior to the approval of the grant agreement with Colorado State Parks and the any other grant sources. SECTION 2 The President of the City Council is hereby authorized to execute and deliver the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 3. A copy of the grant application is attached hereto and is on file at the City of Pueblo's Department of Planning. RECOMMENDATION Approval of the Resolution. BACKGROUND A grant application for the Arkansas River Trail Project has been prepared by the City of Pueblo requesting $150,000 in grant funds to assist in constructing the Arkansas River Trail Project. The total project is estimated to cost $530,000 and includes the re- construction of one mile of the Arkansas River Trail between 4"' Street and Santa Fe Avenue, along with the construction of a handicapped accessible access trail from Pearl Street to the Arkansas River Trail. The project will also improve access for fishing and kayaking at the Pueblo Whitewater Park that was opened in May 2005. FINANCIAL IMPACT The Arkansas River Trail improvements identified in the Colorado State Parks Trails Program grant application are estimated to cost $530,000. The following is a breakdown for the proposed use of Colorado State Parks Trails Program funds: CDOT $ 300,000 (out of $350,000 grant)) Arkansas River Legacy (AL0202) $ 80,000 State Parks Trails Program $ 150.000 (estimated award amount) TOTAL $ 530,000 The City will appropriate and budget the funds for the overall project prior to the approval of the grant agreement with Colorado State Parks and the any other grant sources including funding from CDOT. The City will be required to maintain the trail and trailhead to the Arkansas River trail following completion of the trail reconstruction for 25 years following construction of the project. GRANT REQUEST Amount Requested (round off figure to nearest $100): Total project cost $ 530,000 Grant request $ 150,000 BRIEF DESCRIPTION OF PROJECT REQUEST: Describe the overall goal of the project and only use the space provided. Small, Mid, and Large Grants: include the miles of the trail, the water bars, rock wall, signs, drainage structures, bridges, etc. being constructed or maintained and the use of staff and equipment. Planning or Special Projects: describe in detail the steps to be accomplished. Equipment Grants: describe the specifications of the equipment and the miles of trail to be maintained. The Arkansas River Trail Project includes the reconstruction of a section of the 25 -year old trail covering a 5,200' long by 10' wide concrete multi -use recreational trail from the 4th Street Bridge to the railroad bridge across the river levee north of Santa Fe Avenue. The project also includes the construction of a river trail access with handicapped parking from Pearl Street located immediately southeast of 4 th Street (SH 96). The trail access will include a 1,000' long by 20' wide access road to a handicapped accessible parking area. The Pearl Street access includes the improvement of a public trail parking area, as well as an access road to allow for handicapped parking closer to the multi -use recrational trail. The trail access also provides a direct connection for paddlers to the Pueblo Whitewater Park, a 1/2 -mile, eight drop structure whitewater park, as well as paddlers using the river from below Pueblo Dam and the Greenway and Nature Center. Due to the steep bluff along the south side of the river, it will be necessary to construct retaining walls along sections of the Arkansas River Trail, as well as along sections of the access road to the handicapped parking area. The Arkansas River Trail is part of the 24 -mile section of the Front Range Trail that passes through the City of Pueblo and Lake Pueblo State Park. The Pearl Street Trailhead provides a key trail connection near the center of Pueblo that links with 35 miles of the Regional River Trail System that connects from Colorado State University - Pueblo, along Fountain Creek, and connecting along the Arkansas River through Lake Pueblo State Park. The trail improvements will provide improved access and parking to complement the $6 million river habitat improvements to improve fishing and the riparian habitat along the Arkansas River from below Pueblo Dam through the City.
