Background Paper for Proposed RESOLUTION AGENDA ITEM # DATE: September 26, 2005 DEPARTMENT: CITY MANAGER DAVID J. GALLI, CITY MANAGER TITLE A RESOLUTION AUTHORIZING THE TRANSFER OF $100,000 FROM THE GENERAL FUND TERMINAL PAY ACCOUNT TO THE WALKINGSTICK GOLF COURSE ENTERPRISE TO COMPLETE ADDITIONAL WORK ON THE CART PATH PROJECT ISSUE Should the City Council approve the transfer of $100,000 to Walkingstick Golf Course to complete additional necessary work on the golf cart path project? RECOMMENDATION Approval of the Resolution BACKGROUND During the construction of the first "1/2" (i.e.- front nine) of the cart path, the subgrade soils beneath the path were saturated and unstable such that they would not support the concrete delivery trucks, and therefore concrete placement was not possible. As a remedy, fly -ash (a powdery by- product from the burning of coal) was brought in and mixed with the surface soils to stabilize those areas where the subgrade was unsuitable. Similarly, we anticipate that some areas of the second "1/2" (i.e. - back nine) of the cart path will also require the same treatment. This is outside of the original scope of the project and we have obtained a unit price from the contractor to perform this work. Additionally, because the second half of the project will be done later in the year, the concrete may need to be protected using insulated blankets to prevent it from freezing if the temperatures dip below freezing. This is an added cost to the project and we have a unit cost to perform this work. In summary, the additional monies are to cover the anticipated costs of the subgrade stabilization treatment and possible cold weather concrete protection. FINANCIAL IMPACT Funding for this project will come from the Terminal Pay account in the General Fund. The additional work on the cart paths will cost an additional $100,000.
