HomeMy WebLinkAbout10518RESOLUTION NO. 10518 A RESOLUTION TRANSFERING AND REPROGRAMMING UNENCUMBERED FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FROM PRIOR YEAR PROJECTS TO CD0514 —ADA RAMPS CITYWIDE WHEREAS, the City of Pueblo is designated as an entitlement city under the Housing and Community Development Act of 1974, and has received in prior years Community Development Block Grant funds; and WHEREAS, the City of Pueblo annually reviews all CDBG projects for completion and unencumbered funds and conducts public hearings to obtain the views of citizens, non - profit and neighborhood groups on the City's housing and community needs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City held a public hearing on September 1, 2005 to receive comments on the reprogramming of funds from CD0305- Administration Housing & Citizen Services, CD0401 — Administrative Charges, CD0501- Administrative Charges. The funds are to be transferred to a previously approved project in process — CD0514 —ADA Ramps City wide. The recorded comments are in Attachment I. SECTION 2. The City hereby transfers and reprograms $165,178.28 in unencumbered Community Development Block Grant funds for citywide curb ramps. INTRODUCED September 26, 2005 APP kz ,gl .. RECOMMENDATION Approval of the Resolution BACKGROUND The Department has closed out several CDBG projects that have been completed. The resulting unencumbered amount is $165,178.28. It is the recommendation of staff that the funds be transferred and reprogrammed for ADA ramps citywide. This continues the effort by the City to meet its expenditure ratio, by reprogramming available funds to projects that are in process. The Department of Housing and Citizen Services held a public hearing on September 1, 2005, to receive comments on this proposed change. There were no comments received on that day, however comments were received on August 29 2005, at another public hearing. These comments are reflected in Attachment 1. FINANCIAL IMPACT The amount of excess CDBG funds to be reprogrammed is $165,178.28. The funds are to be transferred to CDBG project CD0514. The new project balance for this activity is $565,178.28. The funds are available from unencumbered balances in fund 250 - 9540 - 600- 80 -50, in project CD0305 ($56,065.90), CD0401($68,220.85) and CD0501 ($40,891.53).
