A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION TO THE STATE
HISTORIC PRESERVATION OFFICE REQUESTING CERTIFIED LOCAL
GOVERNMENT STATUS FOR THE CITY OF PUEBLO
WHEREAS, it is a goal of the Pueblo Comprehensive Development Plan to preserve the
archaeological, architectural, historical, and natural resources which contribute to the character,
individuality, and cultural heritage of Pueblo; and
WHEREAS, the State Historic Preservation Office (SHPO) and the National Park Service
jointly certify local governments who meet certain requirements to participate in an intergovernmental
partnership for the preservation of historic properties; and
WHEREAS, the City of Pueblo appears to meet the SHPO's requirements for certification and
desires to participate in the benefits of certification, including access to a dedicated no -match grant
program; NOW, THEREFORE,
that:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PUEBLO, COLORADO,
The City Council authorizes the submission of an application to the Colorado Historical
Society requesting designation of the City of Pueblo as a Certified Local Government.
As conditions of application, the City of Pueblo agrees to enforce its legislation for the
designation and protection of historic properties, maintain an adequate and qualified historic
preservation review commission composed of professional and lay members pursuant to the
"Requirements for Certification of Local Governments in Colorado," maintain a system for the
survey and inventory of historic properties pursuant to the "Requirements for Certification of Local
Governments in Colorado ", provide for adequate public participation in the historic preservation
program, including the process of recommending properties to the National Register, adhere to all
Federal requirements for the Certified Local Government Program, and the Colorado Certified
Local Government Handbook issued by the State Historic Preservation Office.

Should the City Council approve the submittal of a Certified Local Government
application to the State Historic Preservation Office?

BACKGROUND
The Certified Local Government Program expands local government participation in
historic preservation issues by providing a leadership role to the local government in
identifying, designating and protecting historic resources in the community, conferring a
formal role in designation of National Register properties, and offering access to
exclusive state technical assistance as well as a dedicated no -match grant pool.
Eligibility for certification is based on the local government's ability to designate and
protect historic properties, the composition of its Historic Preservation Commission, its
system for survey and inventory of historic properties, and its inclusion of public
participation in the decision - making process. The City of Pueblo currently appears to
meet all CLG eligibility criteria.
While there are seven potential responsibilities of Certified Local Governments, only the
identification and recommendation of properties to the National Register of Historic
Places is a required CLG responsibility. The Pueblo application proposes to assume
only this required CLG responsibility.
FINANCIAL IMPACT
Execution of the responsibility for identifying and recommending properties to the
National Register will require approximately 60 additional staff hours per year, currently
valued at $2,156.25.
Access to CLG grants will provide $5000410,000 new revenue annually. Typical grant -
funded projects include staff work for historic preservation commissions, preparation of
preservation plans, development or publication of driving /walking tours, preparation of
fagade studies or condition assessments.
