A RESOLUTION OF INTENT TO TRANSFER AND REPROGRAM UNENCUMBERED FEDERAL
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FROM PRIOR YEAR
PROJECTS TO AN EXISTING PROJECT
WHEREAS, the City of Pueblo is designated as an entitlement city under the Housing and
Community Development Act of 1974, and has received in prior years Community Development
Block Grant funds; and
WHEREAS, the City of Pueblo annually reviews all CDBG projects for completion and
unencumbered funds and conducts public hearings to obtain the views of citizens, non - profit and
neighborhood groups on the City's housing and community needs. NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City intends to transfer and reprogram $165,178.28 in unencumbered Community
Development Block Grant funds for citywide curb ramps. The City will hold a public hearing to
receive comments on the proposed use of the funds.

ISSUE
The approval of a resolution allowing for the transfer of unencumbered CDBG
funds for ADA ramps citywide.
RECOMMENDATION

BACKGROUND
The Department has closed out several CDBG projects that have been
completed. The resulting unencumbered amount is $165,178.28. It is the
recommendation of staff that the funds be transferred and reprogrammed for
ADA ramps citywide. Normally, these funds would be part of an open
application cycle, through which the City takes applications for new projects.
This year the City finds itself in a unique situation. The City has not met the HUD
required expenditure ratio for the CDBG grant, and we therefore must expend
funding as quickly as possible in order to avoid a reduction in the 2006 CDBG
grant.
Since time is of the essence staff recommends that the excess CDBG funds be
programmed for citywide ADA ramps. Council has already awarded this project,
and the contract contains "add alternates ". This allows for a speedier
expenditure of the funds. It is also intended that the amount of funding being
directed from the 2006 CDBG grant for citywide curb ramps will be reduced by
this same amount of $165,178.28. The 2006 request would be for $234, 821.72
as opposed to $400,000.
FINANCIAL IMPACT
The amount of excess CDBG funds to be reprogrammed is $165,178.28. The
funds are to be transferred to CDBG project CD0514. The new project balance
for this activity is $560,000. The funds are available from unencumbered
balances in fund 250 - 9540 - 600- 80 -50.
