A RESOLUTION APPOINTING THOMAS J. FLORCZAK TO THE INTERBASIN COMPACT
COMMITTEE ROUNDTABLE REPRESENTING THE ARKANSAS RIVER BASIN
WHEREAS, the City of Pueblo enjoys a strong community bond with all water basins within
the State of Colorado; and
WHEREAS, the City of Pueblo and other Colorado communities are facing new challenges
ahead with continued growth, on -going drought conditions, and competing water needs that require
statewide discussions on water use, development, and locally based solutions to address water
management; and
WHEREAS, the Colorado Legislature has passed House Bill 1177, also known as the
Colorado Water for the 21' Century Act, that created nine (9) roundtables covering geographic
areas in Colorado to address the aforementioned issues regarding water; and
WHEREAS, Thomas J. Florczak, as a resident of the Arkansas Basin, desires to represent
the environmental, agriculture recreation, industrial, and water interests of the Arkansas Water
Basin with regard to the Colorado Water for the 21' Century Act; and
WHEREAS, Thomas J. Florczak possesses a Jurist Doctorate and the necessary
knowledge of environmental, agriculture, recreation, industrial, and water interests of the Arkansas
Water Basin and has performed the necessary and substantial services with respect to water,
water rights, including recreational water uses, water quality control, and wastewater discharge,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council recognizes the invaluable role of statewide discussions on water use and
development and locally based solutions to water management.
SECTION 2.
City Council acknowledges the importance of knowledgeable and professional
representation for the Arkansas Water Basin concerning the issues of water and natural resources.
SECTION 3
City Council does hereby appoint Thomas J. Florczak to the Interbasin Compact Committee
Basin Roundtable as representative of the Arkansas Water River Basin.

A RESOLUTION APPOINTING THOMAS J. FLORCZAK TO THE INTERBASIN
COMPACT COMMITTEE ROUNDTABLE REPRESENTING THE ARKANSAS
RIVER BASIN
ISSUE
The Colorado Legislature passed the House Bill 1177, also commonly known as
the "Colorado Water for the 21 Century Act' to facilitate statewide discussions
on water use and development and locally based solutions to water
management. Also included in the legislation is the creation of nine (9) basin
roundtables covering geographic areas in Colorado, which include: the Arkansas,
the Rio Grande, the Gunnison, the Colorado, the Yampa - White, the Dolores, San
Miguel, San Juan, the Metro (Denver Metro Area), the South Platte, and the
North Platte. These roundtables will be the primary bodies for on -going
discussions related to the needs within each basin and the interactions each
basin has with the other with the purpose of developing and discussing water
issues within the basins and the State of Colorado and developing potential
solutions to these matters.
RECOMMENDATION
Approval of the Resolution.
