A RESOLUTION AWARDING A CONTRACT IN THE AMOUNT OF $374,702.60 TO
SPACCAMONTI EXCAVATING, INC. AND SETTING FORTH $37,000.00 FOR
CONTINGENCIES, TO INSTALL DEWATERING WELLS AND ASSOCIATED PIPING AND
METERING AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, proposals for INSTALLING A DEWATERING SYSTEM have been received
and examined, and;
WHEREAS the proposal of SPACCAMONTI EXCAVATING, INC. of Pueblo, Colorado was
the lowest of those bids determined to be responsive;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for INSTALLING A DEWATERING SYSTEM AT THE JAMES R. DIIORIO
WATER RECLAMATION FACILITY be, and the same is hereby awarded to said bidder in the
amount of $374,702.60.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A
Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work ......... $37,000.00
SECTION 4.
Funds for said project shall be from the Sewer User Fund.

ISSUE
Should the City Council award a contract to install dewatering wells and associated
piping and metering at the James R. Dilorio Water Reclamation Facility to
Spaccamonti Excavating, Inc. in the amount of $374,702.60, and setting forth
contingencies in the amount of $37,000.00?
RECOMMENDATION
Approve this Resolution.
BACKGROUND
Secondary clarifiers at the James R. Dilorio Water Reclamation Facility are at
risk of damage from groundwater. Under normal operating conditions, the
pressure of water inside the clarifiers opposes the pressure of groundwater
outside the clarifiers, maintaining the stability of the concrete walls. However,
proper operation requires that the clarifiers be emptied periodically for cleaning
and mechanical maintenance. When the clarifiers are emptied, the pressure
from groundwater in the surrounding soil has the potential to damage the
concrete walls and floors.
In order to protect the clarifiers, the Wastewater Department entered into an
agreement with RTW Engineers, Inc. to perform geotechnical investigations and
to design a network of dewatering wells that will be used to draw down
groundwater levels when maintenance is scheduled, making it safe to empty the
clarifiers.
Three quotations were received. A bid summary sheet is attached. One bidder,
Jensen Drilling, was disqualified as a result of failing to submit a mandatory
document required by the bid. As a result, Jensen's bid is not shown on the
summary sheet. Spaccamonti Excavating, Inc. was the lower of the responsive
bids.

Funds for this project are available from the Sewer User Fund.
