A RESOLUTION APPROVING THE APPLICATION FOR A GRANT TO THE CHEMICAL
STOCKPILE EMERGENCY PREPAREDNESS PROGRAM" (CSEPP) AND AUTHORIZING THE
CITY MANAGER TO EXECUTE SAME
WHEREAS, the city of Pueblo supports the acquisition of equipment and improvement to
sites for the purpose of improving the reliability and efficiency of public safety radio
communications and the grant application of $1,000,000 to the Chemical Stockpile Emergency
Preparedness Program.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application to the Chemical Stockpile Emergency Preparedness Program for the
acquisition of equipment and site improvement for advanced integrated radio communications
system is hereby approved. The City Manager is authorized to file the grant application in the
name of the City.
SECTION 2.
The City hereby states its intention to expend matching funds at no less than a two -to -one
ratio, up to $2,000,000, no later than September 30, 2007, subject to City Council appropriating
and budgeting funds therefore.

TITLE
A RESOLUTION APPROVING THE APPLICATION FOR A GRANT TO THE
CHEMICAL STOCKPILE EMERGENCY PREPAREDNESS PROGRAM
(CSEPP) AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAME.
ISSUE
This is an application for a grant of funds awarded to CSEPP. If the grant is
awarded, the acceptance of the grant will be brought to City Council by separate
Ordinance. Awarding of this grant is conditional upon City stating its intention to
expend matching funds at a two -to -one ratio before September 30, 2007.
RECOMMENDATION
Approval to apply for grant of funds from CSEPP.
BACKGROUND
The City is applying for $1,000,000 in Federal dollars for the acquisition of major
components and site preparation for a new radio system. The City's two radio
systems need to be replaced, and several elements of the systems are obsolete.
Federal government mandates require migration away from the current radio
systems, to be completed no later than January 1, 2013, with some major
components becoming illegal for sale and installation after January 1, 2011.
FINANCIAL IMPACT
The grant requires a two -to -one match. Based on the anticipated grant amount
of $1,000,000, the match would be $2,000,000, to be expended by the end of the
grant performance period (September 30, 2007). Total cost of a new radio
system is anticipated to be between $4,500,000 and $6,000,000.

The purpose of this letter is to formally request grant funding of $1,000,000 from the
Chemical Stockpile Emergency Preparedness Program (CSEPP) to be used by the City of
Pueblo for the purpose of acquiring equipment and preparing sites necessary for an
advanced, integrated radio communications system for use by City employees.
This letter also confirms the City's intention to expend matching funds at no less than a
two - to-one ratio up to $2,000,000 no later than September 30, 2007, subject to City
Council appropriating and budgeting funds therefore.
