A RESOLUTION AWARDING A CONTRACT IN THE AMOUNT OF $42,184.00 TO PENTAD
ASSOCIATES, INC. AND SETTING FORTH $8,000.00 FOR CONTINGENCIES, TO REPLACE
TWO BOILERS AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, proposals for REPLACING TWO BOILERS AT THE JAMES R. DIIORIO
WATER RECLAMATION FACILITY have been received and examined, and;
WHEREAS the proposal of PENTAD ASSOCIATES, INC. of Colorado Springs, Colorado
was the lowest of those bids determined to be responsive;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for REPLACING TWO BOILERS AT THE JAMES R. DIIORIO WATER
RECLAMATION FACILITY be, and the same is hereby awarded to said bidder in the amount of
$42,184.00.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A
Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work ......... $8,000.00
SECTION 4.
Funds for said project shall be from the Sewer User Fund.

ISSUE
Should the City Council award a contract to replace two boilers at the James R.
Dilorio Water Reclamation Facility to PENTAD Associates, Inc. in the amount of
$42,184.00, and setting forth contingencies in the amount of $8,000.00?
RECOMMENDATION
Approve this Resolution.
BACKGROUND
Two boilers at the James R. Dilorio Water Reclamation Facility heat the
anaerobic digesters to maintain minimum temperatures required by Federal
regulation. The Facility became operational in 1988, and the boilers are 17 years
old. Normal corrosion in the boilers has rendered one boiler too expensive to
repair, and the other boiler is believed to be in a similar condition. Research
shows that rehabilitating the boilers would cost almost as much as replacing
them. Because replacement would provide improved technology and new
boilers, the Wastewater Department recommends replacing both boilers.
Because this equipment is highly specialized in nature, the Purchasing
Department recommended that the Wastewater Department solicit quotations
from qualified vendors rather than using the normal bid process.
Three quotations were received. Superior Boiler Works, Inc. can supply two
boilers for a cost of $41,600.00; however, their boilers are too large to fit through
the doors of the building where they will be installed, making extensive additional
building modifications necessary. PENTAD Associates, Inc. can supply two
boilers for $42,184.00, and Killam Gas Burner Co. can supply the boilers for
$53,960.00. The Wastewater Department recommends accepting PENTAD's
proposal.

Funds for this project are available from the Sewer User Fund.
