A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION
FOR THE ARKANSAS RIVER TRAIL UPGRADE AND SAFETY IMPROVEMENTS PROJECT,
PHASE 2 TO THE COLORADO DEPARTMENT OF TRANSPORTATION ENHANCEMENT
PROGRAM, AND AUTHORIZING THE PRESIDENT OF THE COUNCIL TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the submittal of a grant application for the
Arkansas River Trail Upgrade and Safety Improvements Project, Phase 2 for the purpose of
reconstructing the Arkansas River Trail between 4th Street and Santa Fe Avenue; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1.
The President of the City Council is hereby authorized to execute and deliver the grant
application for the Arkansas River Trail Upgrade and Safety Improvements Project, Phase 2 on
behalf of the City of Pueblo, a Municipal Corporation, to the Colorado Department of
Transportation (CDOT), and the City Clerk shall affix the seal of the City thereto and attest same.
SECTION 2.
City Council hereby designates the Arkansas River Trail Upgrade and Safety Improvements
Project, Phase 2 as the City of Pueblo's top priority for funding from the CDOT's 2005
Transportation Enhancement Program.
SECTION 3.
The grant application is requesting $350,000 dollars from CDOT for the trail replacement
project. If the grant is awarded, up to $90,000 in cash match from the Arkansas River Legacy
Project AL0202 and $212,900 from the Waste Water Department State Revolving Loan Fund will
be committed as matching funds towards a total project cost of $652,900 dollars.
SECTION 4.
A copy of the grant application is attached hereto and is on file at the City of Pueblo's
Department of Planning.

Should the City Council agree to submit a grant application to the Colorado Department
of Transportation (CDOT) to assist in funding the Arkansas River Trail Upgrade and
Safety Improvements Project, Phase 2?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
A grant application for the Arkansas River Trail Upgrade and Safety Improvements
Project, Phase 2 has been prepared by the City of Pueblo identifying potential funding in
the amount of $350,000 from CDOT for the second phase of the river trail replacement
project. The total project is estimated to cost $652,900 and includes the reconstruction
of the river trail from 4 th Street to the railroad crossing west of Santa Fe Avenue.
The project is recommended to be the City's top priority for funding from CDOT's
Transportation Enhancement Program in 2005. The first phase of the project,
completed in December 2004, provided for the reconstruction of the river trail from
below City Park to Dutch Clark Stadium. The section of the trail from Dutch Clark
Stadium to 4th Street will be reconstructed as part of CDOT's 4 Street Bridge
Replacement Project that is scheduled to start in the August 2006. The project will also
include improvements to the trail access points at Main Street and Pearl Street.
FINANCIAL IMPACT
The City's funds to match the Transportation Enhancement grant have been
appropriated and budgeted the from the Arkansas River Legacy Project AL0202 in the
amount of $90,000 and are available from the Waste Water Department State
Revolving Loan Fund in the amount of $212,900. The State Revolving Loan Funds are
included to replace the bike /pedestrian trail that was removed as part of the Arkansas
River 30" waste water line replacement project. Rather than replacing the trail as part of
the waste water project, the funds are being used to match the CDOT and Arkansas
River Legacy Project funds to replace the trail and improve the access points to the
Arkansas River Trail from Main Street and Pearl Street. If the City receives the grant,
70% of the grant funding will be provided to the City from CDOT prior to starting
construction of the project and the balance of the grant funds upon completion of the
project. City will continue to maintain this section of the river trail system following
completion of the trail reconstruction during its useful life.
