FOR THE PREPARATION OF A CORRECTIVE ACTION PLAN (CAP) AND GROUNDWATER MONITORING AT THE PUEBLO MEMORIAL AIRPORT MAINTENANCE FACILITY IN THE AMOUNT OF $33,584 PLUS $5,037 (15 %) CONTINGENCIES AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME WHEREAS, Maxim Technologies, Inc. has been monitoring groundwater samples at the Pueblo Memorial Airport Maintenance Facility since 1989 and the City of Pueblo accepted a proposal from Maxim Technologies, Inc. on March 22, 2004 to investigate the petroleum contamination and prepare a Site Characterization Report (SCR) that was submitted to the State of Colorado Department of Oil and Public Safety; and WHEREAS, the State of Colorado Department of Oil and Public Safety is now requiring a Corrective Action Plan (CAP) and further groundwater monitoring with associated reporting and project management is still required at the site; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. Maxim Technologies, Inc. Proposal No. P55009027, a copy of which is attached hereto and made part hereof by reference relating to the preparation of a Corrective Action Plan (CAP) and groundwater monitoring at the Pueblo Memorial Airport Maintenance Facility, is hereby approved and accepted. SECTION 2. The President of City Council is hereby authorized to execute the Proposal on behalf of Pueblo, a Municipal Corporation. SECTION 3. Funds in the amount of $33,584 plus $5,037 (15 %) contingencies have been budgeted in the Professional Services Account of the 2005 Airport Budget. RECOMMENDATION Approval of this Resolution. BACKGROUND In 1989, petroleum hydrocarbon - contamination was found in groundwater at the Pueblo Airport Maintenance Facility. Since that time, Maxim Technologies has been monitoring the groundwater. In June 2003, the groundwater samples showed an increase in benzene concentrations. The State of Colorado Division of Oil and Public Safety (OPS) required an investigation to delineate the source and extent of this contamination and the submittal of a Site Characterization Report (SCR). This report has been submitted to OPS and the site is now considered to be in the corrective action phase. OPS is now requiring a Corrective Action Plan (CAP) be submitted within 60 days. This proposal is for the preparation of the CAP along with continued groundwater monitoring and associated reporting and project management. FINANCIAL IMPACT Funds in the amount of $33,584 plus $5,037 (15%) contingencies have been budgeted in the Professional Services Account of the 2005 Airport Budget. These funds are reimbursable costs by OPS. The purpose of the work proposed herein is to conduct three rounds of quarterly groundwater monitoring with associated reporting and project management, and prepare a Corrective Action Plan (CAP) relating to the area adjacent to the Maintenance Facility at Pueblo Memorial Airport (PMA), per Colorado Department of Labor and Employment Division of Oil and Public Safety (OPS) request. The scope -of -work, schedule, and costs proposed to achieve this purpose are discussed in the following sections. Work described herein will be performed in accordance with the Agreement for Professional Consulting Services that incorporates the changes to the terms and conditions mutually agreed upon by the Pueblo City Attorney and Maxim's corporate attorney, dated April 14, 2003. SCOPE -0F -WORK Three main tasks are proposed to accomplish the purpose of this work. Task I consists of three rounds of quarterly groundwater monitoring; task 2 involves project management and report preparation associated with the three rounds of groundwater monitoring; and task 3 involves preparation of a CAP for submittal to the OPS. Task 1— Groundwater Sampling —This task includes three quarterly rounds of sampling and laboratory analysis of groundwater from 12 wells located in the maintenance facility area that are most relevant to the Corrective Action Plan, as discussed with the OPS. • The existing wells will be purged in accordance with OPS protocol. The wells will be allowed to stabilize after pre - sample purging. Field measurements will be obtained for dissolved oxygen concentrations, pH, eH, and conductivity parameters. • Laboratory analyses of groundwater will be completed for volatile organic compounds (VOCs), specifically benzene, toluene, ethyl benzene, and xylenes (BTEX) using EPA Method 8260B, and for total petroleum hydrocarbons (TPH), which is the summation of gasoline range organics (GRO) and diesel range organics (DRO), using EPA Method 8015B. One trip blank (water) will accompany the samples and will be laboratory analyzed using EPA method 8260B. One duplicate sample will be obtained and sampled for the same parameters as the original sample. • Investigative - derived wastes will be containerized, transported, and disposed in compliance with applicable regulations. Maxim will document disposal procedures and provide copies of the waste manifests to Pueblo Memorial Airport. Jerry Brienza March 15, 2005 Task 2— Project Management and Report Preparation —This task includes work that will be conducted to support the project management and reporting relating to the three quarterly monitoring events. ■ Project management involves coordinating all project activities including scheduling and tracking laboratory analyses; updating the site-specific health and safety plan (HASP); procuring rental and expendable equipment; scheduling access with the Site owner; and managing investigative - derived waste. • The report preparation involves integrating the results of the three quarterly groundwater - monitoring events into the format required by the OPS. This will require updating all of the tables, redrawing the figures (including groundwater gradient and groundwater analytical results), preparing three quarterly groundwater monitoring reports, and submitting the reports to OPS. Task 3— Corrective Action Plan Preparation —This task includes work that will be conducted to satisfy OPS requirements for a CAP. • Complete a remedial alternatives analysis and select the three most feasible; • Complete technological and economic feasibility summaries for the three selected methods; • Complete CAP implementation plan and schedule; • Complete CAP site monitoring plan; • Complete system operation, maintenance, and reporting plan; • Prepare a proposed remediation system design, process flow diagram and system mass balance, as appropriate; • Integrate the aforementioned information into the CAP format required by the OPS and deliver the CAP. COST ESTIMATE The following breakdown presents the estimated costs by task, including labor and ODCs, to complete the above detailed scope of work: Task ] — 3 Rounds of Quarterly Groundwater Monitoring 21,120 Task 2— Reporting and Project Management for Above 4,557 Task 3— CAP Preparation 7,907 Total Estimated Costs $33,584 Maxim proposes to perform the foregoing scope of work under on a Time and Materials basis with a total cost not to exceed $33,584. Costs will be invoiced on a monthly basis and payment will be due within 30 days of receipt of invoice. SCHEDULE AND AVAILABILITY Maxim is available to begin this project immediately upon notification to proceed. Maxim proposes to complete the quarterly groundwater monitoring in April, July, and November. The Groundwater Monitoring Report will be completed for PMA's review and comments within 30 days of the completion of each quarterly field program. Maxim expects that the CAP will be completed for PMA's review and comments within approximately 45 days of notification to proceed.
