HomeMy WebLinkAbout10349RESOLUTION NO. 10349 A RESOLUTION APPROVING REVISIONS TO THE STANDARD CONSTRUCTION SPECIFICATIONS AND STANDARD DETAILS FOR THE CITY OF PUEBLO BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1 Pursuant to and in furtherance of sections 4 -2 -2 (i), 12 -3 -1, 12 -4 -7 0)(2), 12 -4 -7 0)(5)(b), 12 -4 -7 0)(5)(c), 12 -4 -7 (J)(8), 12 -6 -5 (f), and 12 -6 -9 of the Pueblo Municipal Code, as amended, and upon recommendation by the City Engineer, the Council does hereby approve the revisions to the Standard Construction Specifications and Standard Details for the City of Pueblo, Colorado as shown on the documents attached hereto. SECTION 2. After adoption of this Resolution, a true copy of the Standard Construction Specifications and Standard Details for the City of Pueblo, as revised, shall be maintained on file in the office of the City Clerk for public inspection. Copies shall be made available through the City's Department of Public Works for purchase by the public at a moderate price. The document is also available on the City of Pueblo's web site. SECTION 3. Revisions to the Standard Specifications and Standard Details for the City of Pueblo shall become effective thirty days after passage of this Resolution. TITLE A RESOLUTION APPROVING REVISIONS TO THE STANDARD CONSTRUCTION SPECIFICATIONS AND STANDARD DETAILS FOR THE CITY OF PUEBLO ISSUE Should the City Council approve various revisions to the Standard Construction Specifications and Standard Details for the City of Pueblo. RECOMMENDATION Approval of this Resolution BACKGROUND The City's "Standard Construction Specifications and Standard Details," which were adopted by City Council in June of 1997 and revised in February 2001 and May 2004, govern the construction of streets, curbs and gutters, driveways, sidewalks, sanitary sewers, storm sewers, and excavations in the public right of way. Since their adoption and subsequent revisions, certain modifications are necessary to adapt to changing materials and construction techniques, and to provide additional clarification and guidance. The Public Works Department solicited input from local contractors and the Pueblo Home Builders Association (PHBA). We acknowledge the invaluable assistance of Mr. Roger Fonda and Mr. Bob Leach, as representatives of the PHBA. Following is a summary of the key elements of this revision: 1. Article 4 - CONCRETE The major revision of this article will allow the use of Class F fly -ash as a partial replacement for cement in the production of ready -mix concrete used for sidewalks, curb and gutter, square and cross pans, and other uses in the public right -of -way. It is the intent of this revision to allow ready -mix suppliers an alternative to Type V cement for production of sulfate resistant concrete. 2. Article 8 — AGGREGATE BASE CONSTRUCTION This article was modified to allow the use of recycled asphalt product, fly ash with aggregate hybrid, and slag, with approval from the Director of Public Works, for use a s a base course. 3. Article 4 — CONCRETE, Article 8 — AGGREGATE BASE CONSTRUCTION & Article 10 — HOT BITUMINOUS PAVEMENT A section under each of the above named articles was added to require the supplier to submit a mix design (for asphalt or concrete) or testing regimen (for aggregate base course) every two years for review and approval. The purpose for this is to provide quality control verification for materials to be placed in the right -of -way. 4. Article 9 - EARTHWORK Provides for the limited and conditional use of alternate soil settlement techniques in lieu of conventional controlled compacted fill for utility trenches in those areas with soil types that have a proven history of roadway failure associated with trench settlement. 5. Article 13 — STORM SEWERS The changes to this article are a result of input from the plastic (HDPE) pipe manufacturers resulting from the investigation of a plastic pipe failure. 6. Article 15 — EMULSIFIED ASPHALT SLURRY SEAL This new article sets forth the specifications for asphalt slurry sealcoating for streets. This is currently being used as one method of street resurfacing, and is an alternative to asphalt overlay. The Public Works Department— Streets Division prepares and administers an annual contract for this work. 7. Miscellaneous There are a number of minor corrections and clarifications. Attached to the resolution are those sheets from the Standard Specifications and Standard Details that have been changed. Those changes that are deletions are stricken through and are in brackets. Those changes that are additions are underlined. All changes (either additions or deletions) are highlighted in yellow. FINANCIAL IMPACT Most construction costs associated with these revisions will not change, and in many cases will decrease the cost of construction for both the City and private developers.
