A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION BY THE CITY OF PUEBLO,
A MUNICIPAL CORPORATION, FOR FEDERAL GRANT ASSISTANCE FROM THE FEDERAL
AVIATION ADMINISTRATION FOR AN AIRPORT LAYOUT PLAN UPDATE AT PUEBLO
MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE
SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City of Pueblo is authorized to file an application, including all understandings and
assurances contained therein, with the Federal Aviation Administration for federal grant assistance
for an airport layout plan update at Pueblo Memorial Airport.
SECTION 2.
The President of City Council is hereby authorized to execute the grant application on
behalf of the City of Pueblo. The City Manager is identified as the City's official representative and
he is directed and authorized to act in connection with the application and to provide such
additional information as may be required.

AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
ISSUE
Should City Council authorize a request and application for a Federal Administration
grant for an airport layout plan update at Pueblo Memorial Airport.
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The Airport Layout Plan is recommended by the FAA to be updated every few years in
order to stay current. The previous update was completed in 2000. This grant
application requests funds from the Federal Aviation Administration for this project. The
Federal grant funds will pay for 95% of the total project and the City's match will be 5%
of the total project. In April 2004, City Council approved a grant agreement from the
Colorado Aeronautical Board for the taxiway rehabilitation project. Since the State's
share of that project came in considerably lower than expected, an amendment to the
grant was approved by the State to pay for 2.5% of the Airport Layout Plan update.
FINANCIAL IMPACT
The total project is estimated at $150,000. The Federal grant application request is for
$142,500. The State grant portion is estimated at $3,750. The City's local match for the
project is estimated at $3,750. The matching City funds have been budgeted in Project
No. AP0501.

PROJECT: Airport Layout Plan Update
AIRPORT: Pueblo Memorial
1. Objective: Airport seeks a qualified consultant to perform planning work as necessary to address and
update the previous airport layout plan.
2. Benefits Anticipated: (1) A realistic and workable CIP that identifies items necessary to maintain and
expand facilities, a schedule of airport improvements required: (3) ways to utilize undev land
that produce economic benefits for the airport; (4) a twenty (20) year fleet maintenan forecast.
3. Approach: (See approved Scope of Work in final Application) The Airport will seek a qualified consultan
through the RFO process and in accordance with FAA Advisory Circular 150 15100 -14 Res shal
be evaluated and ranked in accordance with established criteria.
