HomeMy WebLinkAbout10336RESOLUTION NO. 10336 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO APPLY FOR A 2005 COLORADO DEPARTMENT OF TRANSPORTATION "CLICK IT OR TICKET" GRANT WHEREAS, the City of Pueblo Police Department is requesting the City of Pueblo to submit a grant application to the Colorado Department of Transportation for 2005 "Click it or Ticket" funding which will allow for increased enforcement involving traffic safety and seat belt usage; and WHEREAS, the requested term of the grant covers the period of May 23, 2005 through June 6, 2005; and WHEREAS, the undertaking of this project is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The request from the City of Pueblo Police Department for the City of Pueblo to submit a 2005 Colorado Department of Transportation "Click it or Ticket" Grant is hereby approved. SECTION 2. This resolution shall become effective upon its passage. TITLE A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO APPLY FOR A 2005 COLORADO DEPARTMENT OF TRANSPORTATION "CLICK IT OR TICKET" GRANT ISSUE Should the Pueblo Police Department be allowed to submit for the CDOT "Click it or Ticket" Grant, the amount of award to be determined by CDOT at a later date. RECOMMENDATION The Department recommends approval to assist in education and enforcement efforts involving traffic safety and seatbelt usage. BACKGROUND This grant application, if approved, will allow the Police Department to increase its efforts in traffic safety and seatbelt usage from May 23, 2005 through June 6, 2005. All overtime costs for officers involved in this effort will be paid with "Click It or Ticket" funds. Community awareness efforts will continue through continued collaboration with CDOT and the statewide media campaign during the mobilization period. We anticipate that a continued education and enforcement presence will be needed to have a long lasting impact on the problem of seatbelt usage with a goal to increase seatbelt usage to 82.5% statewide. FINANCIAL IMPACT None. There is no match required for this grant. What is Click It or Ticket? — It is a highly publicized law enforcement effort that gives part -time and non -belt users more of a reason to buckle up - - - - -- the increased threat of a traffic ticket 2005 Campaign Goals- 0 Increase the state's seat belt usage to 82.5% • Increase seat belt usage among teen and young adult drivers • Increase seat belt use among drivers and passengers of pickup trucks in those counties with pickup truck seat belt usage below 70% • Partner and interact with safety groups and coalitions to gain citizen support and political permission How will the effectiveness of the campaign be measured? • Results of CDOT's annual statewide observational survey • Results of law enforcement pre and post observational surveys • Results of CDOT's annual Vehicle Miles Traveled (VMT) fatality rate assessment Funding- The Colorado Department of Transportation will provide funding for overtime enforcement during a "wave" scheduled for May 23` through June 6` 2005.
