A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO AND ADS
ENVIRONMENTAL SERVICES, INC., IN THE AMOUNT OF $339,565.00 AND SETTING FORTH
$67,900 FOR CONTINGENCIES, FOR PROFESSIONAL SERVICES ASSOCIATED WITH
TEMPORARY WASTEWATER FLOW MONITORING
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
An agreement dated February 15, 2005, a copy of which is attached hereto and made a
part hereof, after having been approved as to form by the City Attorney, by and between Pueblo, a
Municipal Corporation, and ADS Environmental Services, Inc., is hereby approved;
Contingency funds are requested because flow monitoring must span a period of rainfall.
The agreement specifies installation of flow monitoring equipment by June, which is the month in
which Pueblo has historically experienced maximum rainfall. However, if no rain events occur, the
flow monitoring period will have to be extended. The contingency funds are intended to account
for this eventuality.
SECTION 2
Fund.
Funds for said professional services shall be expended from the State Revolving Loan

The President of the City Council is hereby authorized to execute said Agreement on
behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto
and attest the same.

ISSUE
Should the City Council award a professional service agreement for a temporary
flow monitoring project to ADS Environmental Services, Inc., for $339,565.00?
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The City of Pueblo Wastewater Department is undertaking the second and final
phase of a Flow Monitoring Project begun by ADS Environmental Services, Inc.,
in 1997. Initial mapping and data collection was performed by ADS
Environmental Services, Inc., in 1997 following a formal bid process. The 2005
work will determine if corrective measures taken by the Wastewater Department
have eliminated the infiltration and inflow problems identified in the 1997 study,
and provide an analysis of the current hydraulic performance of the sanitary
sewer collection system. The data will also be used to develop a flow and
capacity analysis for updating the Sanitary Sewer Master Plan. The final project
phase, to be completed in 2005, includes repeating the data collection phase
from 1997 and using statistical analysis of the 1997 and the 2005 data sets to
assess the effectiveness of sanitary sewer improvements in reducing infiltration
and inflow. The results of this monitoring will be important in allowing the City to
comply with pending federal regulations regarding Capacity, Management,
Operation and Maintenance (CMOM) of sanitary sewer systems. The results
may also be important to the City in regard to complying with selenium
regulations in the discharge permit under which the James R. Dilorio Water
Reclamation Facility operates.
Contingency funds are requested because flow monitoring must span a period of

FINANCIAL IMPACT
