HomeMy WebLinkAbout10326RESOLUTION NO. 10326 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,126,331.42 AND SETTING FORTH $225,000.00 IN CONTINGENCIES, TO PARKER EXCAVATING, INC. TO CONSTRUCT THE LAKE AVENUE SANITARY SEWER OUTFALL, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, the City of Pueblo owns, operates and maintains a water reclamation facility subject to the requirements of the Federal Clean Water Act and the Colorado Water Quality Control Act, and WHEREAS, the sanitary sewer collection system is an appurtenance to the water reclamation facility that serves to convey wastewater to the facility for treatment; and WHEREAS, expansion of the Pueblo city limits to accommodate growth is increasing wastewater volumes from the southern portion of the City, and WHEREAS, the sanitary sewer system serving the southern portion of the City has limited capacity and cannot carry anticipated volumes of wastewater; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A contract in the amount of $1,126,331.42 and setting forth $225,000.00 in contingencies is hereby awarded to Parker Excavating, Inc. to construct a 27 -inch relief sanitary sewer in Lake Avenue between an existing 15 -inch sanitary sewer at Highlands Avenue and the existing 24 -inch sanitary sewer at Pueblo Boulevard. SECTION 2. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 3. Funds for said project have been appropriated from the Sanitary Sewer Collection System Improvement Fund in the 2005 Budget and in Ordinance 7263, approved January 10, 2005. ISSUE Should the City Council award a construction contract for the Lake Avenue Sanitary Sewer Outfall project to Parker Excavating, Inc. in the amount of $1,126,331.42, and setting forth contingencies in the amount of $225,000.00? RECOMMENDATION Approve this Resolution. BACKGROUND Expansion of the Pueblo city limits south of Pueblo Boulevard has increased the volume of sanitary sewage generated in the south and southwest areas of the City. Gravity flow constraints route this wastewater down Lake Avenue and across the Arkansas River to the James R. Dilorio Water Reclamation Facility. Wastewater is presently conveyed through a network of 8 -inch, 10 -inch, and 12- inch pipes south of Highland Avenue. The existing infrastructure is inadequately sized to carry the increasing flows. This construction project will build a 27 -inch relief sewer in Lake Avenue from Highland Avenue to Pueblo Boulevard to accommodate wastewater flows from new developments along the southern and southwestern edges of the City. The project is scheduled to be completed by mid - August 2005, prior to the State Fair's opening. Additional information on the selected rehabilitation method, bid summary, and utility maps of the sites is attached. FINANCIAL IMPACT Funds for this project are available from the Sanitary Sewer Collection System Improvement Fund, and have been appropriated as reflected in the approved 2005 Budget.
